Bilbro Construction is a growing general contractor specializing in federal and military construction projects across the United States. Our team delivers complex construction projects for agencies including the U.S. Army Corps of Engineers (USACE), NAVFAC, and other Department of Defense installations. Our projects include
Military base infrastructure. Aircraft hangars. Barracks and housing facilities. Access control facilities. Fire Stations. HVAC and MEP upgrades. Federal building renovations and new construction. We are seeking a Construction Superintendent with extensive federal construction experience to lead field operations on a major Sacramento-area federal construction project. Position Overview
The Construction Superintendent will oversee all on-site construction activities and manage field personnel to ensure projects are completed safely, on schedule, within budget, and in full compliance with federal contract requirements. This role requires strong leadership and deep knowledge of USACE / NAVFAC project standards, EM 385-1-1 safety requirements, and federal quality control procedures. The Superintendent will coordinate subcontractors, manage Definable Features of Work (DFOW), enforce safety compliance, and maintain project documentation and reporting systems. Key Responsibilities
Field Leadership & Construction Management. Coordinate and supervise all on-site construction activities. Direct field personnel and subcontractors to meet project schedule and budget. Maintain project schedules and proactively resolve field issues. Manage Definable Features of Work (DFOW) and subcontractor performance. Review plans, specifications, and submittals for field execution. Oversee all phases of construction including scheduling, ordering, and production. Federal Compliance & Documentation
Ensure full compliance with USACE / NAVFAC contract requirements. Maintain daily reports, logs, and field documentation. Utilize USACE RMS, NAVFAC QCS, or similar reporting systems. Coordinate inspections with government inspectors and contracting officers. Maintain labor law posters and compliance with federal and California regulations. Safety Management
Enforce EM 385-1-1 safety requirements. Conduct safety inspections and hazard identification. Ensure subcontractors follow project safety protocols. Immediately address unsafe conditions and incidents. Coordinate with Safety Officers and Quality Control Managers. Quality Control
Ensure work meets contract specifications and quality standards. Coordinate with QCM and project management team. Manage punch list completion and project closeout. Investigate and resolve quality issues. Project Administration
Maintain organized jobsite office and documentation. Track material costs and subcontractor payments. Maintain strong relationships with clients, subcontractors, and suppliers. Report project progress, risks, and updates to senior management. Required Qualifications
Experience
15+ years of construction experience. 10+ years as a Superintendent on large commercial or federal projects. Experience managing USACE or NAVFAC projects. Experience managing multiple subcontractors and project phases. Certifications
CQM Certification (Required) EM 385-1-1 Certification OSHA 30 preferred First Aid CPR AED Technical Knowledge
Strong knowledge of: Federal construction contract requirements. Construction methods and materials. Project scheduling and coordination. Construction drawings and specifications. Definable Features of Work (DFOW). Federal safety standards. Software Skills
Experience with: USACE RMS or NAVFAC QCS Microsoft Office (Excel, Word, Outlook, Teams) Dropbox Additional Requirements
Valid driver’s license with clean driving record. Ability to obtain security clearance. Strong leadership and communication skills. Ability to work in active construction environments and varying weather conditions. Ability to lift 25+ pounds and stand for extended periods. Travel may be required depending on project needs. Preferred Qualifications
Candidates will stand out if they have: Experience working on military bases or secure federal facilities. Prior Secret or Top Secret clearance. Experience with design-build federal projects. Experience with MEP or infrastructure upgrades. Benefits
