The Director of Information Technology is responsible for all information system activities, including systems analysis, programming, computer operations, and hardware acquisition. The Director assists the Chief Information Officer in the oversight of the Information Security Program, Business and Clinical Data Analytics capabilities, and Telecommunications activities and equipment within AHMC Healthcare, Inc.

AHMC provides management services to AHMC Anaheim Regional Medical Center (223 beds), Garfield Medical Center (211 beds), Greater El Monte Community Hospital (115 beds), Monterey Park Hospital (102 beds), Doctors Hospital of Riverside (193 beds), San Gabriel Valley Medical Center (273 beds), Seton Medical Center (357 beds), Seton Medical Center Coastside (116‑bed skilled nursing facility), and Whittier Hospital Medical Center (172 beds). The facilities are Medicare and Medi‑Cal certified and accredited by the Joint Commission on Accreditation of Healthcare Organizations. The hospitals provide healthcare services reimbursed by Medicare, Medi‑Cal, traditional insurance plans, PPO, HMO, and under capitated arrangements.

Nature And Scope (Essential Functions)

  • The Director of Information Technology develops and recommends objectives and priorities of Information Services and develops overall strategy for systems development.
  • Reports to CIO on information systems plans, projects, and performance and related matters, making recommendations and providing technical support to the management team for needs assessment and long‑range planning; maintains ongoing communication with the management team to resolve problems with existing and/or new systems.
  • Directs acquisition, integration, and installation of hardware.
  • Develops, implements, and audits standard operating policies and procedures, including timeliness, quality, documentation, and security of the Information System Department responsibilities; sets policies and procedures, technical standards, and methods.
  • Oversees development and administration of clinical and financial applications.
  • Identifies technology needs and makes recommendations to business decision makers.
  • Evaluates the company’s adherence to federal technology requirements for security.
  • In collaboration with CIO, hires, trains, supervises, evaluates, and disciplines support staff.
  • Manages the Information Technology team and provides guidance, training, and support.
  • Recommends to CIO the implementation of any updates involving technological equipment for the company.
  • Implements company‑wide technology updates and holds sessions to teach employees on new features.
  • Creates alignment between business needs and technology while maintaining the highest level of communication.
  • Leads a visible and transparent project prioritization process to align resources with initiatives and to ensure interdisciplinary efforts are in support of organizational strategic priorities.
  • Facilitates strong adoption and use of IT systems throughout the organization and ensures technology is fully leveraged to execute AHMC Healthcare’s business strategy.
  • Facilitates communication between staff, management, vendors, and other technology resources within the Healthcare System.
  • Designs, implements, and evaluates systems that support end users in the productive use of computer hardware and software.
  • Assists CIO in the oversight of the Information Security Program, reviewing assessments, controls, and policies to ensure the highest level of cybersecurity for the organization.
  • Promotes a risk management approach to cybersecurity and advocates for tools, policy, and practice as necessary to excel as measured by standard cybersecurity risk frameworks and practice maturity models.
  • Assists CIO in providing direction of all security functions associated with Information Technology applications, communications (voice and data), and computing services within the enterprise, while being aware of the implications of legislated requirements that influence security for the enterprise, including but not limited to HIPAA requirements.
  • Assists CIO in validating and continuing to practice system recovery plans for reliability in the event of power failure, damage to system, etc., and facilitates correction of any system failures.
  • Fosters a customer‑service focus, culture throughout the organization, and is viewed as a change leader throughout the organization.
  • Develops and enforces policy and procedures to ensure the protection of the company’s IS assets and the integrity, security, and privacy of the information entrusted to or maintained by the organization.
  • In collaboration with CIO, prepares budget for the current and five‑year period; monitors and manages budget to ensure operation within budget constraints.
  • Assists CIO in controlling all projects related to the acquisition, installation, and maintenance of major information systems for the organization.
  • Develops and maintains policies and standards aimed at maximum effectiveness and minimizing costs related to the acquisition, implementation, and operation of IS systems.
  • Manages relationships with vendors for sales, service, and support of all information systems; evaluates vendor alternatives, performs appropriate cost‑benefit analysis, and recommends solutions that maximize effectiveness and minimize cost commensurate with acceptable risks.
  • Commits to ongoing professional knowledge and awareness of healthcare technology and serves as technology advisor to the organization.
  • In collaboration with CIO, takes accountability for the organization’s IT performance and operations and ensures IT capabilities are delivered reliably, sustainably, cost‑effectively, and securely.
  • Performs other duties assigned or required.

Qualifications

Minimum of 7 years of experience with increasing responsibilities for management and support information systems and information technology.

Previous experience in a hospital environment as leader for Information Technology. Significant experience in a health care setting is mandatory.

The ideal candidate will also have:

  • Thorough knowledge of a broad range of computer‑related technology and practices.
  • Familiarity with local and wide area network design, implementation, and operation.
  • Documented project management experience using a variety of methodologies for the planning, implementation, and support of systems in a complex health care environment.
  • Familiarity with operating systems such as Windows, Unix, and Linux.
  • Knowledge of various office productivity software programs such as word processing, databases, spreadsheet programs, and communication software.
  • Familiarity with various computer peripherals such as printers, monitors, modems, and other equipment.
  • General knowledge of business processes and their interrelationships gained through three or more years of related experience.
  • Ability to analyze and resolve complex issues, both logical and interpersonal.
  • Effective verbal and written communication skills and effective presentation skills, all geared towards coordination and education.
  • Strong management skills with ability to motivate, stimulate, and inspire subordinates to maximize their efforts in productivity and quality.
  • Ability to negotiate and defuse conflict.
  • Self‑motivator, independent, cooperative, flexible, creative.
  • Ability and willingness to travel when necessary.

Education

Requires a bachelor’s degree in Computer Science, Business Administration, or a related field or equivalent experience. A Master’s degree in Health/Hospital Administration, Public Health, or Business Administration, or related field is highly desirable.
