Education and Work Experience
Education: Graduation from an accredited University with a Bachelor's Degree in Accounting or Business. MBA preferred.
Completion of either the CPA or CMA certificate. Current certification is required for the duration of employment.
Work/Professional Experience: Minimum of 5 years' experience in managerial accounting and supervisory experience and the ability to serve as a member of a leadership team.
Scope of Position
The Divisional Finance Director (DFD) oversees the financial affairs and accounting of The Salvation Army Cascade Division. The DFD gives leadership and supervision to the Finance Department and is responsible for accounting, planning and reporting for the approximately 35 units within the Cascade Division. The DFD is a member of the leadership team and will help to ensure accurate and timely financial reporting as required.
Knowledge, Skills, and Abilities Required
- Thorough knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and other Financial Accounting Standards Board (FASB) guidelines.
- Broad proficiency in Excel and Word and usable experience with Access and PowerPoint. Familiarity with Shelby and Vivid are beneficial.
- Excellent verbal and written communication skills.
- Ability to work effectively in a team environment and independently.

Essential Duties and Responsibilities
- Advises the Divisional Secretary for Business and others in divisional administration on matters of fiscal policy and management of the division.
- Create management reports as assigned and supervise management reporting including financial statements, audits and budgets.
- Provides oversight of accounting procedures throughout the division to ensure compliance with GAAP, FASB requirements, and Salvation Army policy for accuracy, validity and consistency.
- Participates in and overshadows all accounting within the Division internal bookkeeping systems, fiscal controls and management systems.
- Meets monthly with Divisional Leaders to review Divisional finances and Estates/Reserve Accounts.
- Directs, leads, and coordinates the acquisition and distribution of the lease or purchase of vehicles for use in the Cascade Division.
- Creates reports as assigned and supervises creation of reports that communicate financial summaries in a valid but easily understood format for non-financial managers.
- As a member of the Command Finance Council (CFC), provides interpretation of financial data, procedures, and written variance reports.
- Functions as the secretary for CFC, recording and distributing minutes and presenting items related to requisitions, budgets, and audits for review by CFC.
- Develops and recommends appropriate fiscal operating changes as needed and provides account analysis and maintenance procedures in accordance with stated policies and procedures and compliance with the requirements of funding sources.
- Works with field units to resolve accounting problems and provide training of field unit personnel in multiple aspects of accounting.
- Visits each field unit annually to review the unit's financial performance; additional travel to units may be required to handle financial issues.
- Works with the Property Department to determine capital project funding. Maintains a committed reserve report for CFC.
- Maintains a relationship with independent (CPA) auditors, including presentation of audits and authorization of audit fees and costs.
- Communicates with management regarding financial, personnel, and other situations that will contribute to valid management decisions.
- Prepares and/or supervises preparation of timely budgets and financial forecasts.
- Prepares allocation schedules for the Portland Metro units, including program reserve earnings, Special Appeals, and other fundraising revenue. Submits to CFC for approval as part of the annual budget process.
- Conducts or assists with internal audits as needed.
- Prepares and submits all requests for property tax exemption as required for exemption of Salvation Army owned properties.
- Acts as liaison and secretary for the Portland Metro Advisory Board Finance Committee. Prepares reports as requested by the committee by unit. Reports include Balance Sheet, I&E Statement, Monthly Variance Report, other reports as requested and attends Executive Committee and Advisory Board meetings as requested.
- Attends Advisory Council or Board meetings as requested by the Divisional Commander or Divisional Secretary.
- Reviews and recommends estate allocation fees for CFC.
- Compiles mileage for employees and officers for proper W‑2 and/or taxable fringe benefit reporting.
- Travels to THQ for training, budget presentations, and other conferences as required.
- Other duties as may be assigned.
Physical Requirements
This position requires long periods of sitting at a desk using a personal computer with screen monitor and telephone.
May be required to lift, move or carry materials up to 25 pounds.
Regularly required to sit; use hands to finger, hand, or feel objects, tools, or controls; to talk or hear; reach with hands and arms.
Specific vision abilities required by this job include close vision and distance vision.
Must be able to comprehend assignments and/or ask for additional information or clarification until the assignment is understood.
Ability to operate telephone, desktop and laptop computer, copiers, scanner, fax, and other standard office machines.
Working Conditions
The employee will work on many projects at once with interruptions and noise from ringing telephones, printers, copiers, and walk‑in traffic. The position meets multiple, constant, rigid deadlines, and competing or changing priorities. There will be phone and in‑person contact with people from diverse backgrounds who may be angry, hostile, confused, or frustrated.
The position requires the mental aptitude to organize projects, set priorities, calculate, catalogue, inspect, analyze plans, comprehend, and cooperate with others, etc.
The employee works with minimal supervision, and the work involves a high degree of independence. May be required to make independent decisions involving unique or unusual situations and/or complex issues and dealing with demanding requests and/or timelines.
Must have a valid driver's license and a good driving record.
Occasionally travels overnight and out‑of‑state. Must be able to travel by air transportation.
Schedule
With the supervisor's approval, the DFD will establish a standard work week taking into consideration the essential duties of this position, the mission of the department, and of the Salvation Army. The work of exempt employees is not measured solely by hours worked. Employees in exempt positions are expected to work the hours necessary to complete assignments on a schedule that satisfies the requirements of the job. A full‑time commitment typically requires a minimum of 80 hours per bi‑weekly pay period.
