DEFINITION: Under senior leadership direction, serves as an assistant division director over staff performing complex engineering work usually with broad effects on public safety, responsible for regulatory compliance, planning, budgeting, scheduling, coordinating, and supervising; performs diverse technical and managerial work as an assistant division director; and performs related work as required.
DISTINGUISHING CHARACTERISTICS OF THE CLASS: The Engineer V is distinguished from the Assistant Division Director of Engineering in that the Assistant Division Director serves under senior leadership and manages staff performing complex work that typically has broad impact to public safety and regulatory responsibility that includes compliance, planning, budgeting, scheduling, and coordination. The Engineer V plans, assigns, reviews, and manages the work and day‑to‑day activities of a group of professional engineers and serves as a branch chief performing complex engineering work; responsibilities include planning, budgeting, scheduling, coordinating, and supervising.
Illustrative Duties
- Under senior leadership serves an Assistant Division Director
- Directs and supervises the work of a group of engineers or architects in the design or construction of highly complex projects such as buildings, transportation or stormwater projects, solid waste management or wastewater facilities
- Manages highly complex projects that typically have broad impact to public safety, regulatory responsibility that includes budgeting, planning, scheduling, and coordination
- Responsible to resolve claims and disputes that arise out of the administration design and construction contracts
- Ensures coordination with cooperating agencies and promotes and leads a commitment to increasing customer satisfaction
- Provides technical review and guidance on complex engineering issues in collaboration with senior management and project stakeholders
- Responsible for project quality assurance, customer satisfaction, scheduling development and monitoring, permitting, payment, certification, contract management for both design and construction
- Supervises the work of a group of engineers in the review of subdivision plans for impact on critical county infrastructure, such as stormwater management, wastewater treatment, or main traffic arteries
- Heads planning and conservation programs of significant impact
- Makes high level decisions on annual budget, blanket procurement contracts, consultant contracts, or investment in software updates
- Performs the most difficult or highly technical design or review of site or subdivision plans and capital projects
- Ensures work performed under contract meets county standards and agreed upon specifications and timeframes, and permit and regulatory requirements
- Signs off on the work of the branch and may sign and seal own work product and/or that of subordinate staff
- Provides technical engineering guidance and input on key projects throughout the conceptual, preliminary and final design and construction phases
- Supervises work performed under contract and maintains professional control of projects to completion
- Leads public meetings and conferences, and makes recommendations concerning county budget appropriations for operations and/or projects
- Reviews and supervises proposed revisions to technical design standards and ordinances
- Serves on leadership and management working groups including business area teams
- Serves on technical committees and provides expert testimony at public hearings
- Works to resolve or make recommendations to resolve complex contractual issues, design issues and construction issues
- Provides code related technical training
- As an Assistant Division Director serves as Acting Director in the absence of the Division Director on technical and administrative matters
- Establishes policies, procedures and priorities for the operating programs of the division
- Represents the Division Director at meetings with County staff, contractors and citizen groups
Required Knowledge, Skills and Abilities
- Comprehensive knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning
- Comprehensive knowledge of computer applications and software (such as CAD) that are associated with the preparation of plans and engineering computations
- Comprehensive knowledge of topographic and construction surveying
- Comprehensive knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work
- Comprehensive knowledge of real property descriptions
- Comprehensive knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances that apply to building construction in Fairfax County
- Comprehensive knowledge of environmental testing methods
- Comprehensive knowledge of the principles and practices of contract procurement and management
- Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with county standards, guides and operational needs
- Ability to collect and compile research data
- Ability to oversee and coordinate the work of a diverse professional and paraprofessional engineering staff
- Ability to communicate clearly and effectively both orally and in writing and interact effectively with the public
- Ability to prepare technical reports and to present findings in a clear and concise format

Employment Standards / Licensure / Certification / Necessary Special Requirements
- Graduation from a four‑year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor’s degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including two years of supervisory experience
- Possession of a valid Virginia Professional Engineer or Architect license is required
- A driver’s license may be required for positions as identified to the Department of Human Resources
- Designated positions in this class may require possession of a valid Virginia Professional Engineer or Architect license depending on body and scope of work in designated area
- As a Professional Engineer or Registered Architect signs and seals own work product and/or that of subordinate staff
- Possession of a valid Virginia Waste Management Facility Operator Class II License, or the ability to obtain one within six months of appointment is required for certain positions
- Possession of a Virginia Department of Housing and Community Development certification as Commercial Building Inspector and as Fire Protection Inspector is required within 18 months of appointment for certain positions
- Possession of Plan Review certifications issued by the Virginia Department of Housing and Community Development in residential building, commercial building, plumbing, electrical or mechanical or Certified Building Official is required for certain positions
Bonus Eligibility
Positions within this classification that are general merit may be eligible for a one‑time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
