Division Director, Engineering- Utilities

Purpose of Classification

The purpose of this classification is to serve as an administrative officer who assists the Director of Utilities in managing engineering personnel and activities for the Utility Department and the City. Responsibilities include project management, Capital Improvement Program (CIP) projects, contracts, design, construction, inspections, locations, CADD/GIS, civil, environmental, electrical and industrial pretreatment programs. The position assists in overall leadership of the Engineering staff and is responsible for planning and coordinating with other utility divisions and City departments. The officer provides oversight for consulting engineering firms and requires individuals with great initiative and independent judgement.

Essential Functions

Supervises, directs, engages, and evaluates assigned staff; processes employee concerns and problems; directs work; mentors, counsels, disciplines, and provides timely performance feedback. Coordinates daily work activities; organizes, prioritizes, assigns work; monitors status of work; serves in a leadership role to supervise, provide guidance, training and mentorship to the technical and engineering professionals in the Utility Department; resolves complex engineering and construction related issues; provides direction, advice, and engineering expertise; meets regularly with the Utilities Director and Deputy Director for updates. Areas of work include raw water supply and transmission; water treatment; potable water distribution; sanitary sewer collection; wastewater pumping; stormwater drainage; reclaimed water distribution; electrical, instrumentation, and control; development and redevelopment projects; neighborhood improvements; and CIP projects.

Division Manager responsible for keeping the Utilities CIP projects on track and supervising personnel in related areas. Duties include development and preparation of scope of service, request for proposals, invitations to bid for all CIP and construction related Utility projects, contract management, project management, planning new projects, negotiating fees, overseeing design development, plan review, managing and coordinating construction activities, and updating Utilities design and construction standards. The officer works independently with general direction, focusing on broad goals, objectives, and policies. The officer helps in master planning efforts and uses data‑driven decisions for prioritizing multi‑year CIP programs based on risk and consequence of failure. The officer coordinates Engineering division work activities, priorities workload, monitors status, inspects completed work, troubleshoots problem situations, evaluates and manages resource allotment for funding, oversees engineering, plan review, inspections, locations, CADD/GIS, environmental, and industrial pretreatment programs.

Supervises, directs, and evaluates assigned staff; conducts employee concerns and counseling; performs discipline as needed; interviews candidates for employment; makes hiring recommendations; coordinates training activities and professional development.

Documents and oversees utilities system maps and hard‑copy as‑built drawings in AutoCAD, GIS, and other formats.

Communicates with the Department Director, Deputy Director, Managers, employees, other departments, engineers, developers, contractors, consultants, inspectors, regulatory agencies, vendors, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems or give/receive advice/direction.

Performs administrative functions associated with department operations; develops/implements long‑ and short‑term plans, goals and objectives; develops and updates policies and procedures; manages funding for engineering projects and fiscal year programming, appropriations, encumbrances, fund transfers, project accounts and closure. Assists with annual operating budget and CIP budget development; reviews/approves payment requisitions, invoices and payroll documents; prepares agenda items for presentation to City Commission; coordinates emergency preparation, plans, contingencies, damage assessment and disaster response.

Coordinates procurement of equipment and contracted services; researches new products, systems and materials; obtains pricing from contractors and suppliers; prepares specifications for materials, equipment and services; writes, prepares, and reviews bid documents/specifications; recommends award of contracts; ensures contract compliance for all contracts and specifications.

Coordinates utility infrastructure review for developer projects and works closely with Public Works and Development Services engineering and permitting staff to ensure utility infrastructure design and construction meets Utility standard details and best practices.

Compiles or monitors various administrative and statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes data and identifies trends; prepares or generates reports; maintains records. Prepares or completes various forms, reports, correspondence, change orders, budget documents, performance appraisals, agenda items, or other documents. Receives and maintains various forms, reports, correspondence, requisitions, purchase orders, invoices, budget reports, equipment submittals, payroll timesheets, vehicle maintenance requests, accident reports, contract documents, master plans, comprehensive plans, union agreements, codes, regulations, standards, manuals, maps, reference materials or other documentation; reviews, completes, processes, implements, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; utilizes word processing, spreadsheet, database, project management systems, e‑mail or other software programs. Communicates via telephone and/or two‑way radio; provides information, guidance, and assistance; takes and relays messages. Responds to complaints and questions related to departmental operations; provides information, researches problems, and initiates problem resolution. Provides education, information, and outreach to the community; meets with homeowner groups and community organizations; communicates the City Commission's vision and mission; gives speeches and presentations; prepares/distributes educational materials. Attends City Commission meetings or other meetings; serves on committees as needed; gives speeches or presentations as needed on utility infrastructure and engineering design and construction.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Additional Functions

  • Operate a motor vehicle to conduct work activities.
  • Perform clerical tasks, which may include answering the telephone and recording messages, sending/receiving faxed documents, or copying documents.
  • Provide assistance or coverage to other employees and management as needed.
  • Perform other related duties as required.

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Civil Engineering, Environmental Engineering, Electrical Engineering or a closely related field.
  • Minimum of ten (10) years of experience and/or training in utility engineering, design, construction, project management, and utility administrative operations.
  • Valid State of Florida Professional Engineer (P.E.) license.
  • Valid Florida driver’s license, or ability to obtain one within fourteen (14) days of hire.

Preferred Qualifications

Minimum qualifications for education and experience must be met before consideration of the following preferred qualifications: Master’s degree, Project Management Professional (PMP) certification.

Knowledge, Skills and Abilities

Demonstrated knowledge of raw water supply and transmission, water treatment, potable water distribution, sanitary sewer collection, wastewater pumping, stormwater drainage, reclaimed water distribution systems, piping, processes and equipment, and electrical, instrumentation and control.

Demonstrated knowledge of federal, state and local environmental regulations regarding water, wastewater, stormwater and reuse systems.

Demonstrated experience and understanding of engineering principles and project management processes to track and evaluate projects and employee performance.

Demonstrated understanding of hydraulic modeling software and ability to oversee work by consultants, engineers and assigned staff.

Experience with and ability to comply with outside agency regulations and permits required to complete utility projects.

Ability to successfully manage large utility improvement and construction projects.

Experience in project planning, design, permitting, bidding and construction management.

Experience in CIP program planning based on master planning and condition assessment, projecting cost and developing a multi‑year CIP program based on risk and consequence of failure methodology and prioritization criteria.

Ability to be a positive role model and provide effective mentoring and leadership.

Ability to effectively supervise assigned staff and expeditiously resolve employee issues and concerns.

Ability to successfully develop collaborative working relationships with all stakeholders.

Physical and Sensory Requirements / Environmental Factors

Physical Ability: Tasks require light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing or pulling of objects and materials up to ten (10) pounds. May involve extended periods at a keyboard or workstation.

Sensory Requirements: Ability to perceive and discriminate visual cues or signals; ability to communicate orally.

Environmental Factors: Essential functions are regularly performed under usual office conditions with rare exposure to adverse environmental conditions.
