Employee Labor Relations Specialist II (Human Resources)

Job Summary Performs complex activities in support of the administration, development, and implementation of the employee and labor relations program and policies. Conducts investigations of allegations of employee misconduct and violations of university policies and procedures. Works with colleagues and department leaders to track and maintain the flow of employee concerns from initial complaint to investigation and final disposition, ensuring the timely delivery of investigation summaries and recommended actions. Engages appropriate parties to resolve escalated employee relations concerns.

Responsibilities

Manages assigned employee relations concerns directed to ELR, providing staff with coaching and guidance to resolve ELR matters while ensuring consistent interpretation and application of university policies, practices, and procedures.

Assists in the preparation and execution of all separations of employment processes.

Conducts thorough, fair, and timely reviews and assessments of complex employee relations issues, including facilitating intake meetings, background research, interviews, and debrief meetings with appropriate partners.

Gathers and analyzes information for internal investigations to determine if a violation occurred, reports findings to the ELR Director or Assistant Director, and proposes possible solutions.

Provides confidential administrative support to the ELR department in all program activities.

Ensures compliance with applicable employment laws, the university's policies and procedures, and collective bargaining agreements; administers and interprets policies and agreements for management and staff.

Maintains the Employee & Labor Relations (ELR) tracking system and employee files for assigned cases.

Responds to information requests with the highest level of confidentiality; supports university administrators, managers, and supervisors in grievance, discipline, and performance management.

Facilitates exit interviews and provides monthly reports of employee response analysis to highlight patterns requiring immediate attention, such as high turnover or supervisory issues.

Provides administrative support for Nepotism, Conflict of Interest/Outside Activity Disclosures, and Flexible Work Arrangements, following through with necessary action to resolve conflicts and expiration of approved arrangements.

Performs other related duties as required or directed. The omission of specific duties does not preclude the supervisor from assigning logically related tasks.

Minimum Qualifications

Bachelor's degree in a related field and three (3) years of HR experience, or master's degree and two (2) years of HR experience.

Desired Qualifications

Understanding of federal and state labor laws and regulations.

Experience conducting workplace investigations.
