Position Summary The Program Assistant provides essential technical and administrative support to the Unclaimed Property Division. This role serves as the primary 'intake' point for the program, ensuring that holder reports, claimant inquiries, and legal documentation are processed with high accuracy and in compliance with SDCL 43‑41B (Uniform Unclaimed Property Act). This position requires a high degree of confidentiality and a meticulous eye for financial detail.

Responsibilities

Serves as the first point of contact for the public, answering high‑volume phone inquiries regarding the status of claims and how to search the state database.

Assists with outreach events (e.g., State Fair, Brown County) by preparing informational packets, staffing events, and checking the database for attendees.

Performs initial review of incoming claims for completeness, ensuring all required identification, proof of ownership, and legal heirship documents are present.

Uploads and indexes documents into the UCP Management System to initiate the adjudication workflow for Program Specialists.

Monitors the UCP general email inbox and distributes technical inquiries to the appropriate specialist.

Executes the mailing of notices to potential owners, tracking undeliverable mail and updating records accordingly.

Assists with Holder Compliance by processing annual reports from holders (banks, insurance companies, utilities).

Processes incoming checks and remittances, ensuring accurate batching.

Maintains the division's filing system in accordance with state retention policies.

Performs general office duties including supply ordering, meeting coordination, and mail distribution.

Qualifications

High School diploma or GED required.

Three (3) years of experience in a professional office environment, preferably in banking, insurance, legal services, or state government.

Must pass a standard background check.

Knowledge, Skills, and Abilities

Ability to understand basic financial documents (bank statements, stock certificates, insurance policies).

Ability to learn and apply the specific timelines and rules of the South Dakota Unclaimed Property Act.

Advanced skill in Microsoft Excel (data entry/sorting) and the ability to learn proprietary database management systems.

High‑level customer service skills; ability to remain professional and empathetic when dealing with frustrated or elderly claimants.

Proven ability to manage a high volume of paper and electronic records without loss of data integrity.

This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
