Responsibilities

  • Provide leadership support in directing, planning, and organizing budget administration for the Division of Disability Determinations.
  • Manage budget operating activities, payroll projections, oversight of Legislative Budget Requests, operating allotments and changes, budget amendments, and conduct bill analysis for fiscal impact.
  • Coordinate, project, analyze, and track expenditures and perform general accounting, including preparing and presenting complex reports.
  • Direct and coordinate the preparation of spending plans, budgets, analysis, studies, and financial reports (monthly, quarterly, and annually) to ensure reliable justification, accuracy, and compliance with state and federal guidelines.
  • Manage procurement, asset management, and review/approve purchase requisitions and orders.
  • Provide management consultant services to improve budget and fiscal management procedures.
  • Develop funding strategies to maximize current and projected state budget resources.
  • Conduct preliminary analyses of financial and budgetary constraints, prepare reports, and provide recommendations.
  • Prepare budget transfers, amendments, and issues for the state Legislative Budget Request on an “as needed” basis.
  • Monitor the Division’s operating budget, identify trends requiring management attention, and recommend corrective actions.
  • Prepare the Division’s fiscal year spending plan monthly in the DOH Budget Spending Plan System.
  • Analyze and reconcile the division’s salary rates and conduct financial reviews of contracts impacting state budget availability.
  • Input budget allotments into FLAIR and analyze declared budget items.
  • Review proposed regulatory or policy revisions, provide feedback on potential budget impact, and suggest amendments.
  • Perform related work as required.

Knowledge, Skills, and Abilities

  • Knowledge of the legislative budget process, including applicable laws, statutes, rules, and regulations.
  • Knowledge and experience working with FLAIR or LAS/PBS, and People First.
  • Advanced knowledge and experience with Excel for data manipulation.
  • Knowledge of accounting and auditing principles and procedures.
  • Ability to conduct fact‑finding research, data collection, and analysis of present and historical budgetary data.
  • Ability to analyze, evaluate, and interpret financial data.
  • Ability to develop and implement policies and procedures.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work independently and make independent decisions.
  • Ability to utilize problem‑solving techniques.
  • Ability to establish work priorities and meet deadlines.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge of purchasing and contract rules, policies, and procedures; contract management procedures.
  • Computer skills including Microsoft Word, Excel, Outlook, and other office software.

Qualifications

Minimum

  • Willingness to work before, during, or beyond normal work hours in the event of an emergency, including deployment to a special needs or Red Cross shelter, or responding to disasters.
  • Physically present in the office to perform job duties.

Preferred

  • Three years’ experience working within the Florida State budget process.
  • Experience with the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS).
  • Experience with Legislative Budget Requests (LBR).
  • Proficiency in Microsoft Excel.
