
Deputy Director/Director of Operations

VPPSA has a staff of over 55 employees and an annual operating budget in excess of $10 million dollars, which approximately $5 million dollars are contracts with the private sector for solid waste services. The Deputy Director/Director of Operation plans, designs, constructs, operates, and administers the solid waste operations and services provided to the member communities including recycling, composting, waste collection, transfer and disposal. Provides immediate supervision to operations supervisors and second and third level supervision of the facility operating personnel and contractors. Reports to the Executive Director.
Qualifications
Candidates must possess a bachelor’s degree in business administration, public administration, or a related field (work experience in solid waste management and regional government is preferred), and 6 to 9 years of progressively responsible experience in municipal administration; or any equivalent combination of education and experience which provides the required skills, knowledge and abilities.

Essential job functions and responsibilities
- Staffing of all the facilities, hiring of contractors, and supervision of VPPSA employees and contractors
- Identifies and applies for Grants as available.
- Coordinating the actions of recyclables processing, composting, waste transfer, and landfilling
- Represents VPPSA in discussions with contractors, equipment suppliers, and the general public with regard to the operation of VPPSA facilities
- Prepares plans, specifications for equipment procurement. Performs purchasing duties
- Develops cost estimates, budget, schedules of expenditures and other financial operating information for the facilities with the Executive Director
- Administers personnel policies and actions for the VPPSA facility operating staff, including developing job descriptions, supervision of hiring and evaluation, and other related activities
- This job requires a person that can interact easily with blue-collar and white-collar personalities.

Normal work hours are five (5) days per week, forty (40) hours per week. Additional work over 40 hours per week is expected. Is on-call for emergencies at night and on weekends. Will normally report work at the Administrative Office. Starting range of $87,886 to $120,000. Salary dependent on qualifications.
