Brief Job Description: This position may be eligible to earn additional pay for work performed on evenings, nights and/or weekends. The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The centers provide campus-based direct services and supports at 13 centers located throughout the state.

Essential Job Functions (EJFs)

  • Attends work on a regular basis and may be required to work a specific shift schedule or rotating schedule, extended shift and/or overtime in accordance with agency leave policy. May serve in an on-call status on a rotating schedule as required to meet operational needs of the facility.
  • Serve as a designee in the absence of the Director and serve as an Administrative Officer on Call/Duty in rotation with other administrative staff.
  • Directs and oversees the organization, operation and business functions of the residential programs and services division within the SSLC to ensure 24/7 programs and services and alignment with the SSLC Director’s goals and vision.
  • Develops and ensures the implementation of operational policies, procedures, and guidelines governing daily operations, including staff conduct, active treatment, and habilitation therapies.
  • Oversees compliance monitoring efforts and maintains a physical presence on the facility grounds to assess quality of supports and services.
  • Provides leadership and strategic direction; develops and oversees processes that facilitate accountability, collaboration, and integration. Establishes goals for departments and ensures compliance with applicable laws and settlement agreements.
  • Directs collaboration between unit managers and staff development/retention teams to recruit, retain, and develop staff and ensure a competent workforce.
  • Oversees the work of the SSLC residential programs and services management team and related program areas, including hiring, performance evaluations, and disciplinary actions where appropriate.
  • Oversees tools to monitor program services (e.g., staff engagement, active treatment, mealtime protocols) and drives quality improvements, including CAP and QIP development and evaluation.
  • Oversees preparation for CMS certification surveys, regulatory audits, and responses to inquiries. Guides corrective action plans and reviews DOJ progress indicators.
  • Responds to information requests; communicates with internal and external stakeholders; ensures timely notification to residents’ families and LARs; represents the SSLC in various forums and committees.
  • Oversees budgeting related to skills acquisition and active treatment programs; approves ProCard purchases above threshold; collaborates on special projects to improve programs and services.
  • Represents the agency with external groups, officials, and the media; participates in investigations and advisory councils; supports disaster response and continuity of operations as needed.

Knowledge, Skills And Abilities (KSAs)

  • Knowledge of local, state, and federal laws related to ICF/IID, TAC, HHSC policies, and DOJ Settlement Agreement.
  • Knowledge of quality service provision for individuals with intellectual and developmental disabilities.
  • Experience in leading and supervising large teams; public administration and management techniques.
  • Knowledge of HHSC/SSLC operations, strategic plans, policies, ICF-IID standards and related regulations.
  • Ability to develop and implement operational plans for a large organization; establish partnerships with families, advocacy groups, and the public.
  • Ability to represent the agency before officials, community leaders, and media; organize and present information effectively.
  • Ability to analyze problems and make decisions affecting a large organization; proficient in common office software.
  • Skills in developing innovative services for individuals with ID/DD; establishing policies and procedures; setting service delivery goals in a residential setting.
  • Skills in building partnerships with staff, consumers, families, advocacy groups, and public entities.

Registrations, Licensure Requirements Or Certifications

None

Initial Screening Criteria

  • Bachelor's degree from an accredited college or university; and at least four (4) years of management experience in a residential facility serving persons with ID/DD or providing healthcare or mental health services.
  • OR Master’s degree from an accredited college or university; and at least two (2) years of management experience in a residential facility serving persons with ID/DD or providing healthcare or mental health services.

The Following Are Preferred

  • Experience in developing and implementing an operational plan for a large organization or department.
  • Experience in ensuring the provision of quality services for individuals with ID/DD.
  • Experience developing and deploying policies to govern operations.
  • Experience managing multiple departments.

Additional Information

  • Applicants must pass fingerprint background checks, pre-employment drug screen, and registry checks including CANRS, Nurse Aide, Medication Aide and LEIE.
