
PARALEGAL SPECIALIST

The primary purpose of this position is to serve as Command Paralegal Director and Legal Operations Manager for Headquarters, United States Central Command (USCENTCOM), Joint Intelligence Center (JICCENT), Subordinate Commands, Combined Joint Task Forces, and Security Assistance Offices.
Specialized Experience
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent. Examples of specialized experience include managing a wide range of highly sensitive, political, and newly developing legal matters applied to the Global War on Terror and coalition operations, including kinetic and non-kinetic actions.
Education
Applicants may qualify by completing a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Combination of Experience and Education
Applicants who have the specialized experience described above but less than one year, and at least two years of graduate education as described above but less than the required three years, may qualify if the combined percentage of requirements met is at least 100%. Federal Time‑In‑Grade (TIG) Requirement for General Schedule (GS) Positions
Merit promotion applicants must meet applicable time-in‑grade requirements. One year at the GS-09 level is required to meet the TIG for the GS-11 level. TIG applies if you are in a current GS position or held one within the previous 52 weeks. Applicants applying as VEOA candidates who are current or prior GS civil service employees within the past 52 weeks must also meet TIG.
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of rules, procedures, policies, and programs of a Combatant Command military legal office necessary to perform procedural and administrative work, such as preparing and editing legal documents and administrative correspondence, relating to land, air, maritime laws, military operations, and military justice statutes; capabilities in managing files and records.
- Knowledge of theories, principles, and techniques of legal research, familiarity with general legal resources including electronic media, proficiency in word processing, e‑mail, spreadsheets, and presentation software.
- Knowledge of safety and security regulations, practices, and procedures and the ability to plan, organize, and direct functions, mentor, motivate, and appraise subordinates to support the Command mission.
- Skill in analyzing foreign laws, international and domestic law, and international treaties, applying law and relevant international standards to specific military situations, resulting in conclusions supported by statutes, case law, and implementing policy.
- Communication skills, both orally and in writing, sufficient to establish and maintain effective and cooperative work relationships with representatives of military, foreign, and civilian organizations; significant knowledge of political and diplomatic procedures and protocol with foreign governments.
- Ability to interpret and apply statutory, regulatory, and procedural requirements to complex issues, and to interpret historical and current case law reflecting the judicial philosophy used in the interpretation and application of the law in emerging fields of military operations and investigations.

Credit will be given for appropriate unpaid and/or part‑time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
