Position Overview
Reporting to the Senior Director of Risk Management & Facilities, the Director of Capital Projects & Facilities is a key member of the Property Management leadership team and helps preserve MidPen’s assets to ensure sustainability. This role works with cross-functional teams in Property Management, Housing Development, Asset Management, Legal, and Accounting, and with external community partners. This position oversees the Area Maintenance Lead Cohort and Facility Coordinators, and directly supervises two Regional Maintenance Managers and one Senior Facilities Coordinator. The role also provides high-level support and training to field maintenance staff.
Essential Duties
- Oversee portfolio-level quality, efficiency, and coordination in the facilities function.
- Oversee a cohort of Area Maintenance Leads (AMLs), each supporting a portfolio.
- Oversee policies, procedures, and workflows related to portfolio-level maintenance priorities and capital projects at varying expense levels.
- Establish preventative maintenance expectations across the portfolio.
- Mentor and provide guidance to maintenance personnel regarding training needs and operational best practices.
- Engage AMLs in continuous learning, improvement, and operational performance to deliver quality customer experience.
- Provide support to properties for regulatory and other physical inspections to meet or exceed expectations and support smooth operations.
- Communicate with field staff to ensure site management is satisfied with maintenance services.
- Provide staff development programs to AMLs to promote efficiency, procedures, communication and project management skills.
- Assist with root cause analysis and trainings based on findings.
- Mitigate facilities-related risk in compliance with applicable laws and internal policies.
Capital Project Oversight
- Manage all phases of capital projects (scope, planning, design/engineering, design review, scheduling, construction, closeout) for budgeted projects, ensuring alignment with goals and specifications.
- In collaboration with Asset Management, oversee capital project goal-setting and tracking; partner with Vendor Manager for timely and complete billing.
- Provide leadership in executing capital projects and emergency repairs according to standards and budgets.
- Maintain knowledge of developments in repair, maintenance, custodial, and construction areas through participation in workshops or professional organizations.
- Research and recommend improvements for efficiency of repair, maintenance, and upkeep (including energy conservation).
- Develop and maintain positive relationships with regulatory agencies, external partners, internal teams to complete CapEx projects.
- Manage evaluation of deferred maintenance needs (structural, exterior envelope, MEP, life safety) to inform planning and prioritization.
- Ensure external Physical Needs Assessments are interpreted and incorporated into long-term capital plans.
Contract Procurement
- Manage and coordinate facilities procurement activities to balance quality, efficiency, and cost.
- Provide training and support for bidding, analysis, and vendor decisions; ensure compliance with signatory matrix requirements.
- Support and maintain portfolio-wide contracts for landscape, fire alarms, sprinkler systems, and other maintenance systems as needed.
- Collaborate with Vendor Manager to source adequate vendors per category and region.
- Oversee bulk purchasing contracts and procurement programs to support quality, cost, inventory, and service levels.
- Ensure vendor agreements for capital projects and maintenance are properly completed with terms and conditions.
Partnership on New Properties
- Serve as liaison to Development to align with building design guidelines for new developments.
- Provide technical maintenance perspective on new development projects.
- For new properties, partner with Development, Asset, and Lease-up teams through stabilization, understanding building systems (HVAC, plumbing, security, etc.) for transition needs.
Operational Safety Support
- Ensure high-quality completion of annual safety inspections across portfolios and timely billing.
- Provide ongoing OSHA-related safety and compliance training for maintenance staff.
- Support the Senior Director in accident investigations and promoting workplace safety.
Performs other assignments as requested
Qualifications
Education and Experience
- Bachelor’s Degree in Maintenance, Construction or Facilities Management preferred. Minimum 5 years relevant industry experience and at least 3 years supervisory experience, or equivalent combination of education and experience.
- Safety mitigation, contract procurement, and management background highly preferred
Knowledge, Skills, and Abilities
- Knowledge of preventive maintenance practices and familiarity with building systems (electrical, plumbing, HVAC, etc.)
- Ability to anticipate maintenance issues, plan preventive measures and train others to high quality standards
- Thorough knowledge of OSHA regulations and environmental issues (lead/asbestos) and safe practices
- Ability to read blueprints
- Ability to multi-task under pressure and meet deadlines; strong organization and documentation skills
- Professional written and verbal communication with site staff, internal partners, and vendors
- Proficiency with Microsoft Office; intermediate to expert Excel skills preferred
- Interest and/or background in affordable housing industry preferred
- Must possess a valid California Driver License, proof of auto insurance, and reliable transportation

Pay Range
$164,000 - $184,500 Annual Salary
