GENERAL DESCRIPTION

Directs the enterprise project portfolio to ensure strategic alignment with corporate objectives and operational excellence. Oversees compliance with the company’s Project Management methodology, standards, and best practices. Administers the project management toolset, manages the portfolio intake and prioritization process, and ensures timely, accurate reporting to senior leadership.

ESSENTIAL FUNCTIONS

  • Directs the end-to-end process for evaluating, analyzing, and approving project requests, ensuring all required business, technical, and financial information is complete and accurate, and coordinating it with business units and key stakeholders.
  • Directs the EPMO project portfolio, ensuring timely, accurate updates, data quality, and proactive identification and escalation of risks, issues, and dependencies impacting delivery.
  • Define, develop, and evaluate business cases for proposed projects to ensure alignment with organizational strategy and expected value delivery.
  • Partner closely with the Information Technology Architecture unit to assess technical feasibility, including solution design, system dependencies, risks, and budget estimates to ensure alignment with enterprise standards.
  • Design, implement, and maintain project scoring and prioritization models to support strategic decision-making and investment prioritization.
  • Manage the project pipeline and oversee initiatives in the discovery phase, conducting structured pre-assessments of readiness, feasibility, risks, dependencies, and scope clarity before project execution.
  • Develop, maintain, and enforce standardized project management methodologies, templates, and best practices to ensure consistency and quality across the portfolio.
  • Facilitate project governance by monitoring adherence to policies, supporting audits and reviews, and ensuring quality assurance and accountability.
  • Prepare documentation and lead meetings for the Project Prioritization Committee (PPC) and EPMO Steering Committee, track action items, and ensure timely follow-up.
  • Define and validate operational benefits during project intake, ensuring expected improvements and outcomes support prioritization and investment decisions.
  • Ensure the quality, accuracy, and integrity of portfolio dashboards and reports, validate data, and proactively identify, report, and elevate risks, issues, and inconsistencies.
  • Lead onboarding and continuous education on EPMO methodologies, tools, and agile project management practices; support senior leadership in developing policies and frameworks to drive organizational agility and effectiveness.
  • Supervises, monitors, trains, evaluates, and corrects personnel among others to comply with his/her role as a supervisor, to assure that his/her personnel fulfill their work plan and comply with their essential functions and that they behave following the policies, standards, norms, and procedures of the Company.
  • Must comply fully and consistently with all company policies and procedures, with local and federal laws as well as with the regulations applicable to our Industry, to maintain appropriate business and employment practices.

MINIMUM QUALIFICATIONS

Education and Experience: Master’s Degree in Business Administration, Information Systems, Industrial Engineering, or related areas. At least five (5) years of experience managing complex projects and portfolios with significant business impact and strategic visibility, developing and implementing EPMO methodologies, and performance metrics, preferably in the Healthcare Insurance Industry. At least two (2) years of experience supervising personnel.

OR

Education and Experience: Bachelor’s Degree in Business Administration, Information Systems, Industrial Engineering, or related areas. At least seven (7) years of experience managing complex projects and portfolios with significant business impact and strategic visibility, developing and implementing EPMO methodologies, and performance metrics, preferably in the Healthcare Insurance Industry. At least four (4) years of experience supervising personnel.

CERTIFICATIONS / LICENSES

A valid Project Management Professional (PMP) certification from the Project Management Institute (PMI) is required.

OTHER

Knowledge and understanding of the policies, procedures, regulations, and laws relevant to the Healthcare Insurance Industry. Proficient in computer usage. Knowledge of Power BI, MS Project, and project management methodologies, principles, and standards, including PMI, PRINCE, and CompTIA, among others, is required.
