POTS/NBS Proficiency:Utilizing the NIH Purchasing Online Tracking System (POTS) and NIH Business System (NBS) to track the purchase order lifecycle from submission to receipt.
Acquisition Support:Preparing pre- and post-award documents, including market research reports, Acquisition Plans (AP), Statements of Work (SOW), and Independent Government Cost Estimates (IGCE).
Contract Administration:Reviewing and evaluating bids, supporting contract award processes, and performing CPARS (Contractor Performance Assessment Reporting System) reviews.
Compliance & Workflow:Ensuring purchases comply with FAR requirements and managing the procurement workflow.
Stakeholder Communication:Coordinating with vendors, CORs (Contracting Officer's Representatives), and program offices.
Job Requirements
System Experience:Required proficiency in NIH POTS and/or NBS.
Federal Procurement Knowledge:Strong knowledge of federal acquisition planning, contract administration, and cost analysis.
Experience:A minimum of 5 years of relevant federal acquisition experience, typically with a Bachelor’s degree, often in the DMV/East Coast area.
Clearance:Public Trust or ability to obtain one.
