Director, Policy and Training (HUMAN SERVICE ADMINISTRATOR III)

Position Overview As Director, Policy and Training, this role directs, reviews, analyzes, interprets, develops, and implements all policy, regulations, legislation, communications, publications, forms, and training efforts administered by the Child Support Administration (CSA). The position directs development and oversight of training, including classroom, web‑based, video conferencing, workshops, and other methods in partnership with CSA staff at central, metro and local offices.

Grade: 19. Location: Maryland Department of Human Services, Child Support Administration, 25 S. Charles Street, Baltimore, MD 21201.

Responsibilities

Direct the development, implementation, and maintenance of up‑to‑date legislation, regulations, policy, and training for all CSA programs.

Maintain current, accurate, and federally approved state plan and amendments for the Maryland child support program on file with the federal Office of Child Support Services.

Interpret federal/state laws, developing written regulations, policies, and procedures for program administration and coordination with other DHS agencies.

Ensure the Maryland Child Support Guidelines are reviewed every four years as required by federal regulation.

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university.

Experience: Eight years in administrative, professional, or technical work, including three years of supervision or program development responsibility.

Substitutions: Graduate level education, additional professional/technical experience, and/or U.S. Armed Forces military service may be substituted on a year‑for‑year basis for required education or experience as specified.

Desired or Preferred Qualifications

Two years of policy and legislative experience.

Two years of supervisory experience.

Two years of training and curriculum implementation.
