COMMUNICATIONS DIRECTOR (DESIGNATED ADMIN MGR SENIOR I)

Introduction The Maryland Public Service Commission is recruiting a full-time Communications Director. This is a Political Special Appointment position, and serves at the pleasure of the Appointing Authority.

Position Duties The primary function of the Communications Director is to communicate information on behalf of the Public Service Commission to the media and others and to provide community outreach information necessary to train and educate consumers regarding policies, issues, and programs.

Communicate information regarding functions, activities, and policies of the Maryland Public Service Commission.

Establish and maintain effective working relationships with the communications media and other stakeholders including government agencies, business and civic organizations, PSC personnel and the general public.

Assist the Commissioners, their advisors and other PSC personnel to coordinate and develop communication strategies to the media as to proceedings or matters pending before the Commission; speeches and press releases; consumer education and awareness campaigns; and other communications materials including brochures, manuals, scripts, articles, newsletters, reports and presentations.

Function as the Commission’s contact for the media and the public to provide background and information on the functions, activities and policies of the Commission.

Create and manage content for the Commission’s website in coordination with PSC divisions.

Create and manage content for the Commission’s social media accounts.

Support event planning, arrange photography and provide other technical assistance to the Commission when necessary.

Minimum Qualifications Education : A Bachelor’s degree from an accredited college or university in Communications, Public Relations, Journalism, or a closely related field.

Experience : Six years of experience developing and implementing effective communications strategy and support. This experience must also include managing social media platforms and responding to media requests.

Notes

Candidates may substitute graduate level education from an accredited college or university, at the rate of thirty credit hours on a year-for-year basis for each year of the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in communications classifications or administrative support specialty codes in the communication related fields of work on a year-for-year basis for the required experience.

Desired or Preferred Qualifications

Experience in communications, public relations, or a related field, including experience leading a team of communications professionals.

Extensive experience with all forms of media and developing comprehensive communication strategies, including crisis communication and management.

Proficiency with digital media, social media platforms, and content management systems, with the ability to work effectively under pressure and manage multiple priorities.

Demonstrated ability to build and maintain relationships with media outlets and stakeholders.

Exceptional verbal and written communication, organizational, and project management skills.
