Duties
This Human Resources Specialist position is located
San Jose Mineta International Airport (SJC) , TSA, DHS. Duties include but are not limited to:
Provides assistance to Senior HR Specialists, management and employees on personnel matters and develops internal procedures to assist with this effort. Uses established resources and procedures to research various HR related matters concerning performance evaluations, training, benefits, pay, leave, etc.
May serve as time and attendance (T&A) subject matter expert, providing technical assistance to timekeepers regarding the operations of the timekeeping record system and the latest approved airport timekeeping system. Investigates and resolves timekeeping problems associated with various issues.
Provides administrative advice and assistance to the Federal Security Director (FSD) / Assistant Federal Security Director (AFSD) and applies HR methods and principles to resolve moderately complex problems.
Works with HQ Human Capital staff to coordinate and resolve employee issues involving service computation dates, pay inquiries, step increases, creditable military service, leave, etc.
Recruits and places staff, advising management on recruitment strategies, sources and affirmative action programs, and assists in developing short‑ and long‑range staffing plans.
Manages and maintains visibility over all Recruitment, Placement and Assignment (RPA) processes from cradle to grave, providing advice/assistance and making recommendations to expedite recruitment.
The major duties described above reflect the full performance level of this position. The lower pay band (F Band) performs the same duties but with more guidance and training, and/or fewer or less complex assignments.

Selective Service registration is required.
Qualifications To qualify for the SV‑F Pay Band (equivalent to 5/7/9), you must meet one of the following qualification requirements (A, B, or C) outlined below.
A. Experience Three (3) years of progressively responsible general experience, with at least one year at or above the SV‑E Pay Band or GS‑4 level in federal service, or equivalent private‑sector experience. Specialized experience includes knowledge of HR procedures and experience in at least two of the following:
Timekeeping
Labor relations
Human Resources information systems
Classification or job analysis
B. Education Bachelor's or higher‑level degree in any field from an accredited college or university.
C. Combining Education and Experience Compute the percentage of qualifying experience and education required for the position. The combined total must equal at least 100% to qualify.
SV‑G Pay Band (equivalent to GS‑11) To qualify, you must have one year of specialized experience at the SV‑F or GS‑9 level, or equivalent. Specialized experience includes:
Researching and applying applicable federal HR laws, regulations, and policies, and experience in at least two of the following: payroll operations, recruitment and staffing, performance management, or employee relations.
Or:
Possess a Ph.D. or equivalent doctoral degree in a field directly related to this position or three full years of graduate education leading to such a degree.
Possess a combination of the specialized experience and graduate‑level education listed above (must submit transcripts).
SV‑H Pay Band (equivalent to GS‑12) To qualify, you must have one year of specialized experience at the SV‑G or GS‑11 level, including:
Applying HR principles, concepts, regulations, and practices in any two of the following areas: Employee Relations, Labor Relations, Staffing, Payroll and Benefits.
