Position Overview The Commonwealth of Pennsylvania (DOC) is seeking an experienced Senior Business Analyst to support system development and enhancement initiatives by gathering, analyzing, and documenting business and functional requirements.
Key Responsibilities
Gather, analyze, and document business and functional requirements
Lead requirements elicitation sessions with business and technical stakeholders
Develop use cases, process flows (As-Is/To-Be), and functional specifications
Analyze legislation, policies, and business processes to identify system changes
Support SDLC activities including testing, change requests, and documentation
Perform business process re-engineering and improvements
Collaborate with development and database teams on data migration and integration
Create mockups and visual documentation to support requirements gathering
Execute tasks independently with minimal supervision
Required Skills & Experience
7+ years of experience in:
SDLC (Waterfall and/or Agile methodologies)
Business and functional requirements gathering
Use case development and documentation
Business process re-engineering
Strong analytical, documentation, and communication skills
Experience working with complex enterprise systems
Preferred Qualifications
Experience in business change management
Experience with Team Foundation Server (TFS)
Experience in government/public sector environments
