Location: Prefer Phoenix, AZ; Southern California; Chicago, IL; and Asbury Park, NJ. We will consider other Partner locations and Hybrid, based upon qualifications and experience.
Summary We’re looking for a Proposal Manager who thrives in a fast‑paced, collaborative environment and enjoys turning complex technical information into compelling, winning proposals. In this role, you’ll lead high‑visibility pursuits across public and private sectors, partnering closely with technical experts and business development leaders. You won’t just be assembling proposals—you’ll help shape strategy, messaging, and positioning that drives results.

Essential Duties & Tasks
Manage the full lifecycle of RFQs/RFPs—from go
o‑go through submission
Develop proposal strategies, outlines, schedules, and compliance matrices
Write and edit compelling content, including approaches, qualifications, project profiles, and executive summaries
Ensure all submissions are compliant, polished, and aligned with client priorities, goals and RFx requirements
Collaborate with technical teams and business development leaders to develop win themes and differentiators
Facilitate kickoff meetings, reviews, and interview preparation
Support go
o‑go decision‑making and opportunity evaluation
Coordinate with subconsultants and teaming partners
Ensure consistency in messaging, branding, and visual presentation
Edit and refine content for clarity, accuracy, and impact
Collaborate with marketing and design resources to produce polished deliverables
Maintain and enhance proposal templates, content libraries, and project profiles
Track win/loss metrics and identify opportunities for improvement
Help standardize best practices across teams
Contribute to capability statements and marketing materials
Qualifications
Bachelor’s degree in Marketing, Communications, Business, English, or a related field (or equivalent experience).
3 - 5+ years of proposal management experience, preferably in environmental, engineering, architecture, or professional services (AEC) consulting.
Proficiency in Microsoft Office, including Word, Excel, and PowerPoint
Adobe InDesign and CRM or similar experience is a plus
Industry experience in at least one of the following fields: Environmental, engineering or architectural consulting, contracting or marketing consulting firms serving the A&E industry
Writing experience in at least one of the following fields: proposal, technical or grant writing and/or marketing communications
Physical Requirements
Must be able to read, write, speak & comprehend English
Must be able to communicate clearly in person and over the telephone
Visual acuity adequate to perform job duties, including reading information from printed sources and the computer screen
Requires frequent bending, reaching, standing, walking, sitting, pushing, and pulling exerted regularly throughout the work shift
Compensation Salary range: $90,000 - $105,000. This is the range we reasonably expect to pay for the role.
The pay scale for this role considers a wide range of factors when making compensation decisions, including, but not limited to, skill sets, experience and training, licensure and certifications, and other business and organizational needs. Please note that the disclosed pay scale estimate has not been adjusted for the applicable geographic location where the position may be filled.
You may also be eligible to participate in a discretionary incentive bonus program, which is dependent on various factors, including, but not limited to, individual and organizational performance.
