Job Description Position Description:
The Chief Legal Counsel (CLC) supports the Superintendent, Unit Heads, and School-Based Administrators by providing timely and accurate legal advice with a focus on risk management and legal compliance.
Reports To:
Superintendent
Scope of Responsibility
Works closely with the Superintendent to set measurable legal objectives that are aligned with the mission and vision of JPS.
Serves on the Superintendent’s leadership team and drafts/reviews policy and policy updates as needed to comply with Board action and/or changes in the environment.
Representative issues include, but are not limited to, employee recruitment and hiring, employee relations, employee discipline, wages and benefits, employee rights under Title VII, ADEA, ADA, FMLA, employee grievances, First Amendment, student discipline, student rights under IDEA, Title II, Section 504, Title IX.
Represents administration in employee hearings conducted pursuant to R.S.17:443 and La.R.S.17:493.
Represents the District before state and federal agencies, including OCR, DOJ, EEOC, and LDOE, with regard to complaints of alleged violations of student/employee rights; oversees compliance with agreements currently in effect between the District and said agencies.
Legal reviews and preparation of requests for public records and other documents.
Contracts review and management.
Conducts employee training on legal issues to support units.
Provides litigation support for outside counsel and third‑party claims administrators and serves as the district liaison without side counsel, monitoring outside counsel support as necessary.
Attends or participates in required district School Board meetings, committee meetings, and other activities deemed necessary by the Superintendent.
Performs other duties as assigned by the Superintendent.
Skills and Qualifications We seek detail‑oriented, independent self‑starters who demonstrate an unwavering commitment to raising student achievement and who have a record of high performance in challenging situations. Successful candidates will also demonstrate and/or possess:
Juris Doctorate from an accredited law school
Louisiana State Bar License
5+ years in representing government agencies in government law, education law, or labor and employment
Deep understanding of reviewing public agency contracts, interpreting and applying applicable statutes under school law
Experience in arguing cases in administrative proceedings
Desirable Qualifications
Excellent verbal and written communication skills
Interpersonal relationship skills
Public relations skills
Physical Involvement Must be able to operate office equipment. Position requires standing, walking, reaching, bending, and lifting up to 10 pounds. Position also requires sitting for extended periods during travel time. Must be able to drive to schools, work locations, and meeting/recruitment sites during day and/or nighttime hours. Must also be able to fly, if necessary.
