
Director of Data and IT Operations
East Valley Community Health Center, West Covina, CA, United States
The Director of Data & IT Operations is responsible for leading the strategic and operational management of East Valley Community Health Center's data, analytics, and health information technology infrastructure. This role ensures that EHR systems, population health platforms, reporting tools, and data governance practices support high-quality clinical care, operational efficiency, regulatory compliance, and FQHC reporting requirements including HRSA, UDS and HCAI. The Director serves as a cross-functional leader partnering with Clinical, Operations, Quality, Finance, and Compliance to enable data-driven decision-making and continuous improvement. The Director of Data & IT Operations will manage the operational and strategic relationship with all external IT partner and vendors.
MAJOR POSITION RESPONSIBILITIES AND FUNCTIONS:
Provide strategic leadership for data, analytics, EHR optimization, and IT operations across all EVCHC sites.
Oversee day-to-day management of the EHR, population health tools, reporting platforms, and system.
Ensure data integrity, validation, and timely submission of UDS, HRSA, payer, grant, and value-based care reports.
Manage the development of and maintain operational, clinical, access, financial, and quality dashboards.
Lead population health and care management system optimization to support care gap closure, QI optimization and risk stratification.
Partner with Compliance to ensure HIPAA, HRSA, and cybersecurity requirements are met.
Manage IT governance, downtime procedures, change management, and system security controls.
Oversee technology vendors, contracts, budgeting, and capital planning.
Lead and develop data analysts, EHR analysts, and health IT staff.
Serve as escalation point for system issues and workflow breakdowns impacting care delivery.
Support operational planning, access strategy, quality improvement initiatives, and revenue optimization.
Execute on organizational IT strategy.
Responsible for network sustainability and oversight in coordination with external IT vendor.
Other duties as assigned.
POSITION REQUIREMENTS AND QUALIFICATIONS:
Experience with NextGen EHR required.
Experience in cybersecurity preferred.
Experience in network administration and/or database management preferred.
Must have excellent interpersonal skills and empathy towards populations served by EVCHC.
Possess excellent communication skills, critical thinking skills, ability to handle stressful situations, capacity to function independently.
Must have excellent process improvement skills and be able to understand clinic functions and department interactions.
Knowledge of regulatory compliance.
Ability to work with high level positions and relate well to people from diverse ethnic and cultural backgrounds.
Ability to organize, analyze and synthesize complex data from various sources.
Able to understand financial statements.
Ability to evaluate process improvement projects and initiatives across the organization.
Willingness to work flexible hours to meet the organization's needs/demands.
Master's degree in computer sciences or related master's degree is preferred.
FQHC experience is preferred. A minimum of 5 years of progressively responsible experience in IT leadership roles within the health care industry.
Must be able to communicate effectively, write/speak succinctly.
DOE: $130,000-$163,706 Annually
