
Outreach Specialist

Overview
The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries—electric, natural gas, telecommunications, water/wastewater, and transportation—before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. ORS houses the state’s Energy Office, Broadband Office, Digital Opportunity Department, Equipment Distribution Program (EDP), and oversees railroad safety and natural gas pipeline safety in South Carolina.
Responsibilities
Performs outreach consistent with the Marketing and Communications for EDP and Lifeline. Outreach may include mini‑presentations, presentations, office visits, and exhibits. Serves as primary SCEDP and Lifeline program presenter and exhibitor at approved outreach conferences and meetings; communicates program information to each entity as appropriate; provides efficient follow up and seeks opportunities to continually improve programs outreach efforts.
Creates, plans, and organizes marketing opportunities; implements outreach strategies to increase customer growth and program awareness; maintains Dynamics 365 with SCEDP outreach contacts; prepares articles for submission to newsletters and magazines; responds to program inquiries; designs materials, presentations, and displays appropriate to the target audience.
Implements SCEDP and Lifeline strategies to evaluate effectiveness of outreach and marketing efforts; collects and summarizes data; communicates effectively with staff to determine trends, patterns, and areas of needed focus or reallocations; assists with projects designed to compile information for reporting purposes; develops monthly and quarterly activity reports on an as‑needed basis; ensures accuracy of reports.
Acts as backup to other staff during absences, as needed, and performs other duties as required.
Travels for meetings, out‑of‑town lodging, and night meetings. Must possess a valid driver’s license and be able to lift 40 pounds and climb a 10‑foot ladder. Works 8:30 a.m. – 5:00 p.m., Monday to Friday; office presence is required.
Qualifications
Bachelor’s degree and five years of experience in marketing and business administration.
Experience utilizing American Sign Language (ASL).
Strong organizational, technical, and time management skills.
Sense of urgency and individual responsibility, ability to work effectively with changing priorities.
High degree of personal and professional ethics.
Excellent communication and interpersonal skills and the ability to maintain strong relationships within a diverse community.
Strong organizational and multi‑tasking skills.
Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
Ability to write for internal and external audiences.
Strong communication skills both verbally and in‑writing with the ability to communicate to large groups of people.
Demonstrated ability to maintain confidentiality.
Knowledge of telecommunications equipment.
Ability to meet applicable deadlines.
Mastery of Microsoft Office products (Excel, Word, SharePoint, Dynamics 365, and Outlook).
All ORS employees are required to attend ethics training annually for continued employment.
All ORS employees are prohibited from owning equity in regulated utilities, unregulated communications providers, or their contractors.
