Role Overview

Proposal Writer – Hughes Network Systems division, located in Germantown, MD. This position is responsible for creating and managing high-quality proposals for RFIs, RFQs, and RFPs.

Key Responsibilities

Support the development of high‑quality, compliant proposal responses for RFIs, RFQs, and RFPs by translating complex technical and business requirements into clear, concise written content. Collaborate closely with proposal managers, technical subject‑matter experts, and cross‑functional partners to gather information, clarify requirements, and develop complete proposal sections. Analyze solicitation documents to identify requirements, compliance gaps, and content needs, ensuring alignment with customer instructions and evaluation criteria. Develop and maintain proposal outlines, templates, and compliance matrices to support structured and efficient proposal development. Edit, format, and proofread proposal content to ensure accuracy, clarity, consistency, and adherence to style guidelines and brand standards. Support proposal schedules and submission readiness by managing multiple tasks, timelines, and priorities in a deadline‑driven environment. Conduct final quality control reviews to ensure proposal documents are complete, professional, and submission‑ready.

Education and Experience

Bachelor’s degree in English or a related field. 2 years of experience creating proposal templates, outlines, and compliance matrices.

Skills and Qualifications

Experience supporting proposal development, technical documentation, or professional writing projects in a collaborative environment. Exposure to structured proposal processes, compliance reviews, or Shipley‑based methodologies is a plus. Strong written and verbal communication skills with excellent command of the English language. Proven ability to analyze RFIs, RFQs, and RFPs to extract requirements and guide compliant responses. Strong writing, editing, and formatting skills with a high level of attention to detail and document accuracy. Advanced proficiency in Microsoft Office tools; familiarity with Excel is a plus. Ability to follow professional style guides (Chicago preferred) and internal documentation standards. Strong organizational, time management, and critical thinking skills with the ability to manage shifting deadlines and priorities. Ability to work independently while thriving in a collaborative, team‑based environment. Willingness to support proposal schedules, including occasional evening or weekend work as required. Demonstrated enthusiasm for language, grammar, clarity, and continuous improvement in written communication.

Salary

Compensation: $67,000.00 per year – $84,000.00 per year.
