Job Description
The Nebraska Public Service Commission seeks an innovative, self-driven leader to ensure the continued success of the Housing and Recreational Vehicle Department. The qualified leader will execute strategies to protect health, safety, and welfare of the public by providing regulatory oversight of the design and the construction of all types of housing produced off-site.
The Housing and Recreational Vehicle Department provides regulatory oversight of the production and sale of manufactured homes, recreational vehicles and modular housing units that are constructed and/or sold in Nebraska.
Schedule: 8:00 am – 5:00 pm, Monday – Friday; flexibility available to promote work-life balance
Hiring Rate: $90,000 - $97,000 per year, salary is negotiable commensurate with experience
Job Duties
Evaluate and approve plans (construction documents), structural and energy performance calculations, specifications and quality assurance manuals for manufactured homes, recreational vehicles and modular housing units in accordance with the Federal Manufactured Home Act, the Nebraska Modular Housing Unit Act (International Residential Code and National Electrical Code), and the Nebraska Recreational Vehicle Act (National Fire Protection Association’s NFPA-A1192).
Supervise and effectively manage staff and budget of the Housing and Recreational Vehicle Department.
Deliver technical assistance in the areas of manufactured homes, modular housing, and recreational vehicle design to the public, manufacturers, local communities and other State and Federal Agencies.
Work with the Commissioners and Executive Director to develop and implement appropriate policies, programs, and procedures related to the Department.
Collaborate with Commission staff and the Commissioners to meet the policy and legislative objectives of the Commission.
Represent the Commission on State and national committees, deliver presentations, prepare papers and reports concerning Commission challenges and activities.
Perform inspections at consumers' homes and at manufacturing facilities (in-state and out-of-state) as needed to insure conformance to the Federal Manufactured Home Act, the Recreational Vehicles Act, and the Modular Housing Act.
Perform other duties as required.
Requirements / Qualifications
Minimum Qualifications
Candidates must possess a Bachelor of Science degree in Civil engineering or Architecture. Experience and relevant certifications may substitute for education on a year-for-year basis. Strong management, supervisory, organizational and customer/consumer relations skills.
Preferred Qualifications
Registered professional civil engineer or architect in the State of Nebraska. Proficient with Microsoft Suite (excel, word, access, and outlook).
Other
Valid driver’s license required. Must be available for occasional statewide overnight travel.
Knowledge, Skills And Abilities
The ideal candidate will possess strong management, supervisory, organizational, and customer/consumer relations skills. In addition, this individual will establish trust with the Commission, Advisory board(s), and other stakeholders and train, motivate, and empower staff to accomplish statutory requirements and meet established goals.
Knowledge of: Building codes; construction industry; engineering theories, principles, and practices as they relate to engineering, design, and construction; design standards, specifications, and procedures required by the PSC; basic practices and terminology of computer operation; and mathematical concepts and formulae.
Skills: experience in building construction fields and quality assurance.
Ability to: Read, interpret, and evaluate engineering plans and specifications; organize, analyze, and evaluate available information and draw reasonable conclusions; communicate information clearly and concisely with manufacturers’ and governmental employees; learn and acquire the knowledge and experience relative to various certifications required by the work assigned; deal tactfully and effectively with diverse constituencies; work in a collaborative team environment; communicate with individuals and groups both orally and in writing; handle multiple tasks at one time; take initiative; and prioritize work; and work independently without supervision.
