Sr. Communications and Marketing Manager

to lead a service-oriented communications unit that supports city leaders and public innovation practitioners through training experiences, peer learning opportunities, and research.

Overview
The Senior Communications and Marketing Manager reports to the Deputy Executive Director and coordinates with internal and external stakeholders to execute messaging and outreach strategies. The role requires responsiveness to feedback from Center leadership, funding partners, and the global community of cities and public innovation practitioners.

Responsibilities

Create, implement, and measure a comprehensive marketing, communications, and public relations program.

Facilitate internal and external communications, ensuring alignment with broader school and university strategies.

Oversee editorial direction, design, production, and distribution of publications.

Coordinate the appearance of print and electronic materials, including letterhead and branding.

Provide counsel to project teams on marketing and communications and manage associated staff.

Ensure regular market research and oversee its implementation.

Monitor trends and implement best practices.

Lead cause-related marketing and special events projects.

Planning and Budgeting

Develop short‑ and long‑term plans and budgets, monitor progress, and evaluate performance.

Report progress to project leaders and the leadership team.

Provide input on short‑ and long‑term goals and objectives.

Develop and monitor systems and procedures for smooth operation of marketing, communications, and public relations functions, including staff management.

Integrate developments in marketing and communication fields to promote innovation within the Center.

Organizational Strategy

Work with staff to develop a strategic perspective based on marketplace and constituent needs to maximize impact.

Ensure the mission and vision of the Center are incorporated in all activities.

Act as an internal consultant to promote institutional priorities.

Managing

Maintain a culture of high‑quality work and efficiency, and manage staff and volunteers.

Recruit, train, supervise, assign tasks, monitor progress, and guide staff and volunteers.

Lead and manage a team.

Manage relationships with stakeholders and partners.

Enable staff to promote the Center by communicating values, vision, and objectives.

Provide direction, remove barriers, and support skill development.

Other duties as assigned.

Additional Duties

Act as the main point of contact for the Center’s funder regarding communications needs.

Coordinate messaging and outreach with the School of Government and Policy and key partners.

Develop, source, and promote stories that showcase the Center’s impact with cities.

Serve as lead brand ambassador, maintaining consistent messaging and targeting audiences.

Minimum Qualifications

Bachelor’s Degree in a related field.

Five years of related experience.

Education may substitute for required experience as permitted by the JHU equivalency formula.

Preferred Qualifications

10–15 years of experience developing high‑quality marketing and communications strategies in a multi‑stakeholder environment.

Exceptional ability to synthesize qualitative and quantitative data into strategic insights and compelling stories for public sector audiences.

Proficiency with client relationship management systems, data asset management, programmatic information, and contact and email marketing tools.

Extensive experience managing strategic partnerships with transparency, accountability, and proactive communication.

Demonstrated ability to balance strategic analysis with operational execution.

Self‑starter who thrives in a collaborative team environment.

Highly organized, detail‑oriented, and able to work under pressure.

Able to manage sensitive issues with discretion and judgment.

Technical Qualifications or Specialized Certifications

Computer literacy in word processing, database management, and web‑page layout.

Familiarity with social media platforms (Facebook, Twitter, Instagram, YouTube, LinkedIn).

Knowledge of social media reporting and analytics.

Experience with interactive web features such as surveys, video, audio, and animation.

Proficiency with Adobe products (Illustrator, InDesign, Photoshop, Acrobat) and Microsoft Office (Word, Excel, PowerPoint).

Understanding of cloud‑based applications such as Basecamp, Mailchimp, and Eventbrite.
