Sales and Marketing Specialist – Public Sales.

Responsibilities

If selected at the GS-07 level, duties below will be performed in a developmental capacity.

Receives, validates, and inputs customer orders/change requests.

Monitors customer orders after they have been created, and processes order cancellations.

Performs marketing duties to promote sales of one‑time, term, or local sales of usable, hazardous, or scrap property.

Designs and develops invitation for bid (IFB) catalogs for sales‑eligible excess property.

Gathers, collects, and consolidates data; identifies and highlights to the Sales Contracting Officer areas where data is insufficient or incomplete.

Assists the Sales Specialist with researching lists of items for sale, item descriptions, and general information required to produce the IFB.

Uses publishing software to develop the layout of the IFB and ensures all required elements, terms, and conditions are displayed properly.

Conditions of Employment

Must be a U.S. citizen.

Tour of Duty: 1st Shift, Monday-Friday.

Security Requirements: Non-Critical Sensitive.

Appointment is subject to completion of a favorable suitability or fitness determination. Unfavorable adjudicated background checks will be grounds for removal.

Fair Labor Standards Act (FLSA): Non-Exempt.

Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

Bargaining Unit Status: Yes.

Selectees must have a REAL ID or other acceptable identification documents to access certain federal facilities.

Qualifications
To qualify for a Sales and Marketing Specialist your resume and supporting documentation must support the following:

Specialized Experience:

One year of specialized experience that equipped you with the particular competencies to succeed in the duties of the position. For GS-07, you must possess one year of experience equivalent to GS-05 or equivalent under other pay systems. For GS-09, you must possess one year of experience equivalent to GS-07 or equivalent under other pay systems.

GS-07:

Assisting with inputting bids and producing required reports for the Sales Specialist.

Assisting with analysis of bids to determine responsiveness to the catalog.

Assisting with reviewing and analyzing bids to determine bidder qualifications (indebtedness, debarment, etc.).

Assisting with conducting research and analyzing results to provide data to higher-level specialists and managers.

GS-09:

Inputting bids and producing required reports.

Performing analysis of bids to determine responsiveness.

Reviewing and analyzing bids to determine bidder qualifications.

Conducting research and analyzing results to provide data to higher-level specialists and managers.

Education Substitution:

One full year of graduate-level education or superior academic achievement (for GS-07). A master’s or equivalent graduate degree, or two full years of progressively higher graduate education leading to such a degree, or an LL.B. or J.D. (for GS-09).

Combination:

Combination of post-high-school education and experience may be used to meet qualification requirements. Total percentages of experience and education must equate to at least 100% to qualify.

Experience includes paid and unpaid positions, including volunteer work through National Service programs such as Peace Corps or AmeriCorps.

Education: Unofficial transcripts are acceptable at the time of application; a formal transcript must be submitted with the application.
