
Early Intervention Specialist 1 (NY HELPS) - 24613

The Early Intervention Specialist 1 (EIS 1) will work in the Provider Approval, Due Process, and Monitoring Unit (PAU) in the Bureau of Early Intervention (BEI), within the Division of Family Health (DFH). The role encompasses the following responsibilities:
Responsibilities
Providing support for provider monitoring activities, including participation in the development and update of monitoring protocols and related documents.
Evaluating Provider/Municipality Corrective Action Plans (CAPS).
Reviewing and processing individual and/or agency provider applications, re‑approvals, and amendments.
Supervising administrative support staff.
Offering technical assistance to municipal EI officials and providers concerning monitoring activities and applications.
Drafting documents to communicate EI program policies and procedures to various stakeholder groups.
Reviewing and evaluating contractor work to ensure that EIP training is appropriate and effective.
Analyzing data from the New York State Early Intervention Program data system.
Following up with providers and municipal officials as needed to support effective program operation.
Minimum Qualifications
Current Department of Health (DOH) employee with permanent or contingent permanent status as an Early Intervention Specialist 1 (G‑20).
Bachelor’s degree or higher and at least three years of experience in early intervention services for children under age five or at risk for disabilities, which may include occupational or physical therapy, speech‑language pathology, and early intervention service coordination.
Experience in an approved Early Intervention program under Article 25, Part 69 of the New York State Public Health Law and Title 10 of the New York Codes, Rules, and Regulations, or in an approved Preschool Special Education program under Section 4410 of the New York State Education Law, with a primary focus on services for children under age 5.
Professional experience developing, administering, and evaluating approved early intervention programs (e.g., county Early Intervention official).
Preferred Qualifications
Excellent oral and written communication skills.
Knowledge and familiarity with early intervention laws, regulations, and policies.
Strong organizational and collaborative skills, with the ability to manage multiple activities and meet deadlines.
Supervision experience.
Administrative experience developing policy documents and providing technical assistance.
