The Network Engineer provides oversight and technical support for the city’s information technology systems and applications. The Network Engineer is responsible for the configuration, operation, maintenance, and optimization of city’s networks, operating systems, hardware, software, virtual infrastructure, and cyber security. With a focus on customer service, the Network Engineer ensures smooth daily operations for city employees and residents by developing IT solutions, updating applications, ensuring a secure virtual environment, and resolving technical issues. This position works with all city departments to support their business technology needs, including Police, Fire, Public Works, and Finance.

Primary Job Functions

OPERATING SYSTEMS

Installation and configuration of applications in a predominantly Windows Server environment.

Monitor and report on server performance for applications and SQL, including disk, memory, CPU and system status.

Schedule and apply service packs, patches or hotfixes to applications as required.

Repair and recover from software failures; coordinate and communicate with impacted departments.

Monitor data-center health using existing management tools and respond to hardware issues.

NETWORK

Maintain internal infrastructure requirements, including laptop and desktop computers, servers, routers, switches, firewalls, security updates.

Support internet, LANs, WANs, and network segments.

Identify and reduce redundancies among existing and proposed technology.

Build, test, and maintain new servers with oversight by the IT manager.

Perform server administration tasks (user/group, security permissions, group policies, DNS, DHCP).

Research event-log warning/errors and monitor resources so systems architecture components work together seamlessly.

SECURITY

Manage application and data security as a top priority.

Drive application and database security based on groups and roles.

Contribute to and maintain system standards, including IT security policies and procedures.

Perform regular security monitoring to identify possible intrusions.

Support and maintain critical communications equipment related to the city’s water infrastructure.

Assist IT Manager with CJIS security efforts for the Police Department.

OTHER

Plan, coordinate and implement technology projects.

Create and maintain technical and functional documentation. Application delivery, including installation, configuration, maintenance, backup, and on-going issue resolution of enterprise software.

Conduct research regarding hardware, software, and other equipment, including vendor recommendations.

Day-to-day support and administration of city applications including O365, Laserfiche, GIS, and other software programs.

Configure and develop user interfaces such as SharePoint Online, Laserfiche Forms, Workflows, and SQL Reporting.

Analyze city department applications to identify opportunities for improvement.

Respond to and resolve technical requests/problems submitted by city departments and personnel.

Supervise the work, organization, and performance of IT Specialist.

Oversee citywide printer, copier, and phone operations.

Respond to evening and weekend IT situations and emergencies as needed.

Performs other work as apparent or as directed.

Minimum Qualifications

Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field

Five (5) years of relevant work experience in a networked environment

Must be able to pass a comprehensive background check, covering criminal, financial, educational, employment and personal history

Valid driver’s license

Preferred Qualifications

Previous IT experience in a local government setting

Prior supervisory experience in a professional IT setting

Knowledge of CJIS security standards

TECHNICAL

OPERATING SYSTEMS

Experience with cloud computing platforms like Office 365 and Microsoft Azure.

Experience with Active Directory and the creation, management and deployment of AD Group Policies.

NETWORK

Experience in network switches, routers and VLANS. Experience with network management tools, server administration, and cloud platforms.

Knowledge of networking protocols, such as TCP/IP, DNS, HTTP, etc.

SAN/NAS storage design and administration experience.

SECURITY

Familiarity with firewalls, VPNs, and other security systems.

Solid knowledge of cybersecurity practices and tools.

VMware virtual infrastructure design and administration experience.

OTHER

Experience with VOIP telephone communications systems, voicemail and equipment.

Preferred Knowledge Skills and Abilities

Direct experience with security regulations and compliance like PCI, FBI/CJIS, BCA.

Internal/External Contacts

Employee reports to and receives direction from the IT Manager.

Internal/External Contacts: Daily contact with all departmental staff; Daily to weekly contact with consultants, vendors, state and county IT support.

Duties are performed in a standard office environment.

This is a non-remote position.

Duties may be performed in city vehicles (e.g., police squad cars) in garage with seasonal temperatures.

Potential for heat and electrical shock when working with electrical and electronic components.

May involves on-call duties and availability outside normal business hours.

Physical Requirements Necessary to Perform This Job

Sit or stand at a desk for extended periods of time and perform long hours of work at a computer.

Reach with hands and arms; stoop, kneel, crouch, and/or crawl when installing/inspecting equipment.

Hear and speak effectively to communicate in person and over the phone.

Visual acuity to read computer screens and printed documents for long periods of time.

Manual dexterity to type on a keyboard and use a computer mouse. Perform manual tasks such as handwriting and searching through documents.

Office work may include reaching for documents and supplies and repetitive motions such as typing and sorting.

Required to lift and carry files and objects weighing less than 25 pounds.

Salary and Paid Time Off

Salary range for this position: $98,762 - $127,381 depending on qualifications

This is an exempt position and ineligible for overtime compensation

Annual paid leave: 12 holidays and 2 personal days; 12 sick days; vacation days based on years of experience
