Overview









Project Manager / Owner's Engineer (Transmission Projects)

Location: Phoenix, AZ (On-Site)
Employment Type: Full-Time
Schedule: Monday-Friday (core hours 9:00 AM - 3:00 PM, flexible within 6:00 AM - 6:00 PM)
Travel: Occasional, as approved
Clearance: Ability to pass federal background investigation required


Position Summary

Omega Technical Services is seeking a highly experienced Project Manager / Owner's Engineer to support the Western Area Power Administration (WAPA) in Phoenix, AZ. This role supports large-scale, multi-year high-voltage transmission projects across planning, design, construction, and closeout phases.

The selected candidate will serve as a key liaison between federal stakeholders, contractors, and external partners while maintaining accountability for scope, schedule, cost, and technical performance. This is a critical, high-impact position supporting the Transmission Asset Planning organization, requiring deep expertise in utility infrastructure, federal contracting, and owner's engineer functions.

Work Environment & Requirements

    Primarily office-based with occasional field visits to substations or construction sites
  • Must be able to:
    • Sit/stand for extended periods
    • Travel occasionally as required
  • Ability to obtain site access including:
    • Background investigation
    • Security badging

Additional Information

  • This role supports a long-term federal contract (base + option years)
  • Work must comply with all applicable DOE, federal, and regulatory standards
  • Travel must be pre-approved and reimbursed per federal travel regulations















Responsibilities









Project Management & Execution

  • Lead development and management of project scope, schedules, budgets, and resource plans
  • Monitor project performance across cost, schedule, risk, and quality metrics
  • Provide technical leadership and project management support throughout the lifecycle
  • Coordinate cross-functional teams including federal staff, contractors, and stakeholders
  • Prepare and deliver status reports, briefings, and executive-level updates
  • Identify risks and develop mitigation strategies to ensure successful project delivery

Owner's Engineer & Construction Support

  • Review technical submittals, RFIs, and construction documentation
  • Support constructability reviews and field change evaluations
  • Manage schedule performance and critical path analysis
  • Lead issue resolution, incident response, and corrective action tracking
  • Support FAR-based contract administration, including:
    • Invoice and pay application reviews
    • Change order evaluations
    • Claims avoidance and documentation

Financial & Systems Oversight

  • Track budgets, expenditures, and forecasts using systems such as:
    • Maximo
    • SAP Business Objects (BOE)
  • Analyze cost performance and provide variance explanations
  • Support work order setup and financial reporting activities

Environmental & Regulatory Coordination

  • Support compliance with NEPA, cultural, and environmental requirements
  • Coordinate with stakeholders on:
    • Biological and seasonal restrictions
    • Section 106 / SHPO requirements
    • Tribal coordination and culturally sensitive activities

Stakeholder & External Coordination

  • Serve as primary liaison between WAPA and:
    • Customers
    • Contractors
    • Utility partners
  • Communicate project impacts, outages, and schedule changes
  • Maintain strong working relationships across diverse stakeholders














Education Requirements









  • Bachelor's degree in Engineering, Construction Management, or a related technical discipline is required; extensive experience in high-voltage transmission projects across planning activities in lieu of education will be considered














Qualifications









Experience

  • 15+ years of experience in engineering, construction, or utility infrastructure
  • 10+ years in project management roles with full accountability for:
    • Scope
    • Schedule
    • Cost
  • 5+ years supporting high-voltage transmission projects
  • Experience managing Bulk Electric System (115 kV) projects
  • Proven experience on projects exceeding $100M in construction value

Technical Expertise

  • Strong knowledge of:
    • Transmission line and substation projects
    • Design-bid-build delivery methods
    • Utility and power marketing environments
  • Experience with:
    • FAR-based contracts
    • Cost control and forecasting
    • Construction oversight and coordination

Regulatory & Industry Knowledge

  • Familiarity with:
    • National Electrical Safety Code (NESC)
    • Federal Energy Regulatory Commission (FERC)
    • North American Electric Reliability Corporation (NERC)

Software & Tools

  • Microsoft Office Suite (Excel, Word, PowerPoint, Outlook)
  • Microsoft Project
  • SharePoint & Teams
  • Maximo, SAP BOE, GIS (preferred)














Preferred Qualifications









  • Professional Engineer (PE) license (not required)
  • Experience working with federal agencies or Power Marketing Administrations
  • Experience with:
    • Transmission line rebuild projects
    • Network credits and transmission service agreements
  • Prior experience coordinating with tribal entities on infrastructure projects














Work Schedule









Shift will be dependent upon customer site discretion.
