PSAP Emergency Communications Dispatcher I - Westminster

Overview
An Emergency Communications Dispatcher (ECD) receives voice and text requests for police, fire, and medical services. The incumbent determines the nature, urgency, and jurisdiction of a report and dispatches first responders or transfers the call to the appropriate jurisdiction. The ECD documents information in Computer‑Aided Dispatch (CAD) software, provides updates via phone or radio, and coordinates responses to high‑risk operations while keeping all participants safe.

Job Summary
As an Emergency Communications Dispatcher, you will manage incoming emergency and non‑emergency calls, accurately transcribe and enter data, and maintain situational awareness to support first responders and the public through timely notifications and guidance.

Training
A new hire will complete a structured training program lasting approximately five months, covering Vermont State Police and E911 policies, procedures, and the full suite of PSAP responsibilities.

Environmental Factors
Due to the nature of this work, candidates with 100% loss of sight, hearing, or major speech impediments will not be considered. Candidates with lesser disabilities may be considered on an individual basis. The work is performed at a computer workstation, answering multiple phone lines and radio channels, often in stressful or confrontational environments. Overtime and rotating 24‑hour shifts are common.

Minimum Qualifications

One (1) year or more of experience in public safety, first response, or as an emergency dispatcher or telecommunicator.

OR two (2) or more years of experience as a non‑emergency dispatcher, or in a customer service or administrative role with significant public contact.

Preferred Qualifications

High school diploma or equivalent.

Vermont E911 Call Taker Certification.

Experience running license, registration, and criminal history queries.

Experience entering NCIC information.

Experience as a First Responder.

Special Requirements

Applicants must pass a Department of Public Safety administered computer‑based “CritiCall” test, which assesses computer and other job‑related skills.

Certification by the E‑911 Board as a telecommunicator may be required within six months of entry.

All candidates must pass a security clearance conducted by the Department of Public Safety.

Public safety background checks, including motor‑vehicle, criminal, personal history, and credit investigations, are required.
