Join a workforce where innovation and teamwork provide support to the community and citizens of Monroe County.**Compensation:**$64,689.49 - $103,503.19**Job Description:**The primary function of this position is to provide planning services, including reviewing proposed development permits to ensure compliance with the Land Development Regulations and Comprehensive Plan Policies, as well as other applicable community master plans and regulatory documents. The Planner represents the Planning & Environmental Resources department to the public in a professional manner and provides accurate guidance and assistance with planning procedures, policies, and land development regulations.**ESSENTIAL JOB FUNCTIONS*** Serves as a member of the planning team, providing planning services and technical assistance to the community.* Explains planning-related policies and regulations to the public; provides customer service to residents, developers, and applicants by offering information, guidance, and assistance.* Reviews proposed development projects, plans, and permit applications to ensure consistency with the Comprehensive Plan and Land Development Regulations, verifies compliance with quality design and site-planning standards, and protects community character; coordinates with other disciplines, including environmental resources, building, and fire.* Prepares staff reports, conducts analyses, and presents recommendations on development proposals in accordance with the County Comprehensive Plan and Land Development Regulations to decision-making bodies at public hearings.* Drafts final resolutions and development orders for signature by the Planning Director, Planning Commission, and Board of County Commissioners.* Meets with developers, property owners, and the general public regarding zoning issues and the development potential of specific properties.* Serves as a point of contact for Rate of Growth Ordinances (ROGOs), Non-Residential Rate of Growth Ordinances (NROGOs), and Administrative Relief applications.* Explains related processes, verifies application completeness, and assists applicants with submittals for ROGOs, NROGOs, and Administrative Relief.* Reviews applications for Administrative Variances, ROGO Exemptions, Pre-Application Conferences, Home Occupation Permits, Letter of Development Rights Determinations (LDRDs), and Letters of Understanding.* Drafts ROGO exemption letters, LDRDs, and Letters of Understanding.* Confirms all documentation is complete—including applications, deed restrictions, lot aggregations, and land dedications—before issuance of allocations.* Accepts and applies fees associated with planning and development applications.* Formulates professional policy recommendations regarding proposed zoning and land use map changes.* Staffs and facilitates advisory boards, committee meetings, and public workshops.* Provides expert testimony and participates in cross-examination at quasi-judicial hearings.* Drafts ordinance language and guides proposals through administrative and public review processes.* Attends community and stakeholder meetings on planning-related issues.* Prepares plans and plan elements, including policies for Comprehensive Plans, zoning ordinances, redevelopment initiatives, master plans, and strategic plans.* Provides technical assistance and planning support for community projects.* Collects, analyzes, and updates baseline county statistical data, and maintains regional datasets (including demographics, transportation, and GIS information) for use by communities and County departments.* Performs other related job duties as assigned.* In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.**QUALIFICATIONS****Education and Experience:**Bachelor’s degree in Urban Planning or a related field, and one (1) year minimum of prior related work experience are required. GIS and plan review experience are required to effectively perform planning responsibilities.**Special Qualifications:**None.**Knowledge, Skills, and Abilities:*** Ability to organize work around broad organizational goals and processes.* Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.* Ability to follow basic guidelines for operational activities; ability to make decisions that govern the activities and behaviors of staff members.* Ability to work with more than ten coworkers who mostly engage in the same activities.**PHYSICAL DEMANDS**The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:* Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction.
