Stellar Solutions is seeking a Test Program Manager to support the SN SE&I program in planning, integrating, and executing system-level test and verification activities across development, integration, and transition to operations. This role is central to ensuring the ground segment meets performance, reliability, cybersecurity, and operational readiness requirements prior to operational acceptance and sustainment. The position operates in a mission-driven environment requiring cross-functional coordination, disciplined engineering execution, and objective readiness insight for leadership.
Role/Responsibilities/Qualifications
This role supports end-to-end test and verification planning for a complex national security space ground segment. The Test Program Manager will work across engineering, cybersecurity, operations, and sustainment stakeholders to align test strategy, execution, and readiness assessments with program goals and operational needs.
Key responsibilities include:
- Develop and execute integrated test strategies spanning developmental test, integration test, system test, and operational test
- Ensure the ground segment satisfies performance, reliability, cybersecurity, and operational readiness requirements prior to acceptance
- Oversee verification and validation activities and maintain alignment between requirements traceability and test execution
- Support and prepare for test readiness reviews and operational readiness reviews
- Coordinate cross-functional teams across engineering, cybersecurity, operations, and sustainment organizations
- Support DoD acquisition activities and milestone reviews with test-related inputs and technical assessments
- Apply systems engineering lifecycle processes including requirements development, integration, verification, validation, and configuration management
- Provide leadership with objective readiness assessments, risk insights, and recommendations to support decision-making
- Contribute to test planning and execution in a fast-paced, mission-focused environment
Required Qualifications
- 6+ years of experience supporting large-scale national security space missions in systems engineering, integration, or test
- 5+ years of experience leading or supporting system-level test programs for DoD space or ground software systems
- Experience developing and executing integrated test strategies across developmental test, integration test, system test, and operational test
- Experience with verification and validation, requirements traceability, test readiness reviews, and operational readiness reviews
- Experience coordinating cross-functional teams across engineering, cybersecurity, operations, and sustainment
- Experience supporting DoD acquisition programs and milestone reviews
- Knowledge of systems engineering lifecycle processes, including requirements development, integration, verification, validation, and configuration management
- Ability to communicate clearly and provide senior leadership with objective readiness assessments and risk insights
- Bachelor's degree in a STEM field
Desired Qualifications
- Experience leading agile software programs or test campaigns for agile software programs
- Experience supporting ground segment integration tests
- Ability to work in a fast-paced, mission-driven environment
- Experience with test automation, modeling and simulation, or digital engineering environments
- Master's degree in a STEM-related field
Clearance & Additional Requirements
- Active Secret clearance
- Active TS/SCI clearance is desired
- All positions require at least 2-3 days per week on site; meetings and schedules may require additional on-site support
Location

Compensation:
The typical annual salary range for this position is approximately, USD $125,000 - $150,000. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. In addition to salary, this position is also eligible for a discretionary annual performance bonus, profit sharing / retirement plan and other benefits (all in addition to annual base salary).

Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high quality, professional manner.
