Overview This position is assigned to Non-appropriated Fund (NAF) Navy General Library Programs; Morale, Welfare, and Recreation (MWR); Fleet Readiness (N92); Fleet and Family Readiness aboard NAS Pensacola. The purpose of this position is to provide administration and management for a CNIC installation library program.
Responsibilities Supervise the work of employees (NF-03 / GS-05 to 08 equivalent and NF-04 / GS-09 equivalent), Active Duty personnel, contractors, student trainees, and volunteers as required.
Perform full supervisory duties: mentoring, assigning work, prioritizing tasks, and selecting/recommending applicants for hire.
Recommend pay adjustments/awards; initiate training and corrective actions as warranted; process personnel action requests and ensure timekeeping compliance.
Ensure interviews and selections of new hires follow established practices.
Lead and instruct staff in administering traditional and non-traditional library programs supporting diverse community activities.
Oversee day-to-day operations, staffing, training, program planning, and scheduling.
Plan, budget, coordinate, publicize, market, and execute library programs (e.g., Annual Summer Reading Program, early literacy programs, and other library events for diverse patrons).
Establish installation library program goals and priorities; ensure program development and technology advancement align with military and municipal systems.
Maintain currency in library management trends, technology, techniques, and materials.
Manage library technical services operations; coordinate leisure skills development activities supporting library and MWR missions.
Utilize online databases, computer systems, and approved software to manage budget execution, circulations, technical services, and reference duties.
Provide general reference and reader advisory services; perform descriptive or copy cataloging to ensure items match CNIC HQ Library Program ILS.
Lead collection development, including CREW weeding and coordinating with a team for branch libraries.
Develop contacts, professional proposals, and follow-ups; develop library programs, services, publicity, and marketing materials for review and approval.
Partner with other MWR programs to promote library activities and provide programming support; serve as liaison for MWR and tenant commands on base.
Promote library services through outreach opportunities and group functions, including large group presentations and input for marketing campaigns.
Advise senior leadership on program-related operational impacts; provide administrative support and data collection for program metrics and facility utilization.
Monitor standards and evaluate ongoing programs; propose adaptations to improve program effectiveness.
Generate and implement standard operating procedures, marketing plans, technology plans, and annual strategic plans.
Conduct regular analysis of projects and programs, considering budget, staffing, plans, trends, mission, and population.
Performs other duties as assigned.
Requirements Must meet Federal employment suitability requirements and successfully complete a background investigation; investigations conducted with fingerprinting and background inquiry forms.
Must pass E-Verify employment verification check; any discrepancies must be resolved as a condition of employment.
Must undergo Personal Identity Verification (PIV) process requiring two forms of identification (Form I-9).
May be required to pass pre-employment examinations.
Valid State driver’s license is required to operate motor vehicles.
Salary paid via Direct Deposit/Electronic Funds Transfer.
Selective Service Registration required for males born after 12/31/1959.
Work requires long periods of standing, walking, bending, driving; ability to lift/push/pull 45 pounds and occasionally heavier items.
Qualifications Specialized experience directly related to the duties described above, equivalent to the next lower level in the normal progression, including:
Thorough knowledge of theories, principles, and practices of professional librarianship, especially in archival and reference services, materials selection, cataloging, classification, organization, and retrieval.
Knowledge of library activities, financials, technology, and their applicability to Navy Library Programs for diverse demographics.
Experience in program planning and execution; ability to make authoritative recommendations on collection development and training in end-user search systems.
Skills in data analytics, budgeting, and use of computers/technology; strong customer service and leadership abilities.
Ability to work independently and as part of a team; exercise independent judgment; prepare clear, concise reports; represent the library program publicly.
Proficiency with technology resources and devices, including library software and Microsoft applications; ability to develop partnerships.
Excellent oral and written communication skills.
Education: A master’s degree in Library Science from an ALA-accredited institution and three years of progressively responsible library-related work experience, including one full year of supervisory experience.
