ProSidian seeks a Strategic Communications & Public Affairs Manager | Alternate Program Manager (APM) | Communications Support Services [USAR | OCAR0010009] for Program Support on a full‑time, exempt 1099 contract. The position is generally located across Fort Liberty, North Carolina, and Fort Belvoir, Virginia, and across the southeastern United States (CONUS). The role supports Army Reserve headquarters managing strategic communications, public affairs, outreach, and leadership messaging in a secure federal environment.
Job Overview
Provide services and support as a Strategic Communications & Public Affairs Manager | Alternate Program Manager (APM) for Army Reserve Communications Support Services in the Aerospace and Defense industry sector. Focus on IT Effectiveness solutions for the U.S. Army Reserve (USAR | OCAR) and the Office of the Chief Army Reserve (OCAR). The position is located at Fort Liberty, North Carolina, and Fort Belvoir, Virginia, and across the southeastern United States (CONUS).
Ensure continuity and operational execution. Secure mission communications that connect leaders, soldiers, families, and stakeholders through consistent Army Reserve messaging. Communications Support Services are integrated professional services that plan, develop, manage, and execute information, messaging, and engagement activities to enable organizations to communicate effectively with internal and external stakeholders in support of mission, operational, and strategic objectives.
Responsibilities and Duties
Acts on behalf of the Program Manager when absent; supports daily operations; manages task execution; coordinates staffing coverage; assists with quality control and performance reporting.
The role is located in the southeastern United States (CONUS) region, at or near Fort Liberty, North Carolina, and Fort Belvoir, Virginia.
Desired Qualifications
10+ years of public affairs, communications, or federal consulting experience supporting military or civilian agencies.
Education / Experience Requirements
Bachelor’s degree in Journalism, HR, Psychology, Business Management, or Business Administration; or 10 years of equivalent experience.
10+ years supporting military or civilian agencies in public affairs, communications, or federal consulting.
Position aligns with functional and technical requirements in the Aerospace and Defense sector and focuses on communications support services.
Skills Required
Primarily focused on management and financial consulting, acquisition and grants management support, and business program and project management services.
Operational coordination, communications planning, personnel supervision, Microsoft Office.
Adaptability, teamwork, leadership support, operational discipline.

Provides leadership continuity and surge/backfill coverage.
Standard skills: proficiency in project management methodologies and tools, exceptional leadership, excellent time management and prioritization, adaptability, multitasking, attention to detail, strong communication skills, both oral and written.
