Job Purpose and Summary
Aetna’s Manager, Capture Strategy & Analysis plays a critical role in supporting capture (proposal preparedness) and the proposal lifecycle. This high‑performing role directs in‑depth market, customer, and competitor research to inform capture strategy and proposal development, directly impacting and influencing our success rate on multi‑billion‑dollar procurements. By turning complex intelligence into clear, actionable insights, the analyst powers Aetna Better Health’s Medicaid growth strategy and winning proposal responses across the business. The role collaborates closely with capture leadership, proposal teams, and consultants to ensure research is timely, strategic, and aligned with Aetna’s pursuit of all Medicaid managed care contracts, including recompetes and new business.
Primary Job Duties & Responsibilities
Market Research and Analysis: Expertise in intelligence collection and analysis, including competitive and customer intelligence. Curates market intelligence on customer and competitor programs, weaknesses, innovations, and performance in new and existing markets. Develops actionable insights that inform strategic decision‑making and drive customer‑centric approaches.
Collaboration: Works with the Capture Director and critical business partners, including consultants, to develop documents and tools for each opportunity; including research reports, customer and competitor analyses, capture workshop deliverables, and other identified deliverables. Designs and executes research studies, reviews market data, and translates findings into actionable, data‑driven market strategies.
Comprehensive Documentation: Organizes and maintains research outputs in SharePoint, ensuring key insights and source materials are accessible to proposal writers and stakeholders. Structures documentation in a highly usable, clear, concise format that facilitates quick reference during the RFP response phase.
Project Management: Tracks progress, ensures timely completion of deliverables, and monitors objectives for a project team that impacts business growth and development goals.
Proposal Development: Directs proposal team members during the proposal process by providing insight, recommendations, and relevant intelligence in support of content development.
Required Qualifications
5+ years of experience in Medicaid Managed Care
5+ years specialized experience in market research, competitive intelligence, or strategic analysis
Demonstrated experience developing competitor analyses and actionable insights
Ability to work independently based on strategic direction with limited supervision
Skill in creating PowerPoint presentations that transform detailed research into clear, well‑organized slides for executive decision‑making
Strong organizational and analytical skills, with the ability to manage multiple projects and shifting priorities under tight deadlines
Proven project management skills and track record of meeting milestones in fast‑paced environments
Excellent verbal and written communication skills, including translating research into strategic recommendations
Curious, self‑motivated problem‑solver with a drive to improve processes and outcomes
Effective communication across all organizational levels, both technical and non‑technical
Proficiency in Microsoft Word, Excel, SharePoint, and advanced PowerPoint
Willingness and ability to travel up to 25%
Preferred Qualifications
Previous P&L and/or business development experience with Medicaid managed care
Experience leading capture and proposal activities for significant opportunities ($1B+)
Experience in a capture function or executive leadership for state Medicaid agencies
Association of Proposal Management Professionals (APMP) certification(s)
State Medicaid or federal CMS agency experience
Experience using electronic collaboration tools
Expertise in developing competitive analyses and executive presentation decks
Managed care operations experience
Education
Bachelor’s degree or equivalent experience.

Pay Range
Typical base salary: $60,300.00 – $132,600.00. The range reflects base hourly rate or full‑time annual salary. Base salary depends on experience, education, geography, and other factors. The position is eligible for CVS Health bonus, commission, or short‑term incentive programs in addition to base pay.
