Project Overview:
The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largestgasfired power generation facilities in the U.S.Our team is helping the customerprogressearly-stage development, that would lead to the start of full EPC deliveryin 2026.
Job Summary:
The Prime Contracts Manager will supporteffective administration and management of the prime contract agreement between Customerand Bechtel.The position reports operationally to theProject Manager(s)and functionally to the GBU Manager of Prime Contracts.Duties and responsibilities includeimplementation of the Prime Contract Management Program and ongoing related training,monitoringcompliance with project/prime contract completion requirements and status.In consultation with GBU Management/Legal,facilitatestrategies for effective management of project commercial matters, including creation andcapture of contemporaneous records.Thepositionmay start in the home office in Reston, VAfor ~6 monthsto support preconstruction planning, ahead of project mobilization to the field, from which point the positionwill be based at the project site/campinPecos, TXthrough project completion.This position is contingent uponsuccessfulproject award.Thepreferred candidate willhave prior relevant project/commercial experience (e.g.Power Plant Project delivery;EPC Contractorrole; Lump Sum/Fixed PriceContract; Guaranteed Schedule).

Major Responsibilities:
- Responsible for/assistswith the development and implementation of the Prime Contract Management Program for the project, consistent with the prime contract and Project Management Plan.
- Assess prime contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations for the scope of work.
- Coordinate with other project team members toidentifycustomer-related actions/inactions that need to be addressed. Recommend approaches and implementappropriate actionsto document events, respond to thesituation,and/or requestappropriate variationson the project.
- Participate in project related meetings, prepare necessary materials, trackactionsand manage the working relationship with the relevant departments tofacilitateprime contract administration.
- Support implementation and management of a program to recognize andidentifyprogress/performance concerns, prepare changes/variations as theyariseand manage thetimelyresolution under the applicable provisions whenever possible.
- Develop/maintaintools and processes to support contract compliance, sound administration and reporting for Project Director/Project Management Team, including logs, registers, dashboards,reports,and other materials.
- Coordinate the development and delivery of ongoing project training to address prime contract management principles, andfacilitatethe identification, preparation, and resolution of changes/variations and claims.
- Coordinate effectively with a broad range of customers and stakeholders to solve complex business-related issues.
- Communicate effectively verbally and/or in writingregardingall commercial matters, including preparation of key materials - drafting of correspondence, memos, guidance notes, chronologies, narratives, and position papers related to project commercial matters and issues.
- Assistwith development and capture of contemporaneous records and production of information necessary to substantiate project commercial matters.
- Manage/conduct extensive factual,technical,and contractual research; perform required analysis; prepare reports, presentations, and briefing materials.
Education and Experience Requirements:
- Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineeringor equivalent and a minimum of13-15years of relevant experiencefor level 1 and 15+ years of relevant experience for level 2.
Required Knowledge and Skills:
- Extensive knowledge of commercial/business management functions with work experience of a progressively responsible nature.
- Demonstratable experience of managingcustomer/primecontracts with similar commercial terms and incentivization models(e.g. EPC Contractor; Lump Sum/Fixed Price; Guaranteed Schedule)
- Recognized as advanced contributor with specialized skill set.
