Credence has an upcoming need for a SME Level III Program Manager to support the Air Force Life Cycle Management Center (AFLCMC) M- Code Aviation Receiver (MAR) Joint Program Office (JPO) at Warner Robins, GA. The Air Force Life Cycle Management Center (AFLCMC) M- Code Aviation Receiver (MAR) Joint Program Office (JPO) manages systems to provide precise positioning, navigation, and timing information to a variety of Department of War (DoW) weapon systems. These systems include but are not limited to the Software Defined User Equipment (SDUE), Miniaturized Airborne GPS Receiver (MAGR) 2000, Embedded GPS/Inertial Navigation System (EGI), Defense Advanced GPS Receiver (DAGR), GPS Antenna System 1 (GAS-1), Advanced Digital Antenna Production System (ADAP), GPS Antennas, Antenna Electronics (AE), Resilient Embedded GPS/INS (R-EGI), Military GPS User Equipment (MGUE); Air Force Vanguard Transition programs, and alternative navigation capabilities. Some systems are in initial development and many of these systems are undergoing significant modernization efforts to respond to new threats, improve supportability, improve long-term resiliency, and adopt open architecture standards, and digital engineering best practices. Modernization efforts are underway for both the MAGR-2K and the EGI receiver systems in support of aircraft modernization efforts. Additionally, R-EGI and SDUE are in rapid development using innovative acquisition approaches. This opening is slated to kick off in May 2026. Responsibilities include, but are not limited to the duties listed below Serves as the single point of contact between the Contractor and the Government. Provides overall program management, coordination with the COR and Government staff, and issue escalation Authorized to manage Contractor and third-party activities to meet contract requirements Ensures continuity of performance and notifies the Government of personnel reassignments within 2 business days Delivers required monthly status reports and annual program accomplishment reports; acts as site manager Manages multiple concurrent projects across pre-award, modernization, production, and sustainment phases Allocates and manages resources (personnel, cost, risk) and ensures high-quality deliverables Identifies, mitigates, and manages program and technical risks Provides production and sustainment support, including logistics, acquisition planning, and sustainment engineering to ensure fleet readiness Supports acquisition planning by developing market research, ESIS and ASP strategies, cost estimates, and integrated master schedules Develops and manages technical contract documents (PWS, CDRLs, QASP, SRD, etc.) Evaluates OEM engineering change proposals and technical submittals; documents findings in Comment Resolution Matrices Participates in OEM program reviews, Technical Interchange Meetings, and requirements reviews Provides sustainment engineering support including failure analysis, deficiency reporting, obsolescence management, and product improvements Supports service life extension, technology refresh, and system modernization while ensuring operational safety and effectiveness Supports Multi-GNSS User Equipment program execution, including design reviews, trade studies, configuration management, and risk reduction Assists in evaluating modernization efforts to ensure no degradation of legacy capabilities Supports development of follow-on OEM contractual documents and technical evaluation of proposals in response to RFPs Technical Support Test & Evaluation Develop, execute, and evaluate testing for system performance, interoperability, reliability, and cybersecurity Create and review test plans, strategies, and procedures; support the Integrated Test Team (ITT) Apply a building-block test approach from subassembly through system and platform levels Support cyber tabletop activities and government laboratory cyber testing Ensure combined developmental and operational testing at the platform level Review and oversee contractor test execution; incorporate NAVWAR Multi-GNSS legacy test lessons learned Platform, Weapons, and Multi-GNSS Integration Support integration of Multi-GNSS and navigation subsystems into DoW fixed-wing and rotor aircraft Ensure designs and technical data support airworthiness, security approvals (ATO), and MIL-STD-1553 messaging Review Interface Control Documents (ICDs) and support System Integration Lab (SIL) testing Open Architecture Recommend open architecture frameworks to accelerate integration into DoW platforms Identify key interfaces, data flows, and alternative navigation capabilities Support hardware/software partitioning to reduce recertification and regression testing Develop and advise on MOSA compliance and open standards (SOSA, FACE, OMS, VITA, ASPN) Position, Navigation & Timing (PNT) Support development and technical review of Multi-GNSS and navigation subsystems Ensure platform performance is maintained or improved for PNT Support GPS security certification, NAVWAR compliance, MSO certification, airworthiness, and navigation assurance Systems Engineering Translate requirements into designs, specifications, and system architectures Manage and prioritize requirements; support trade studies and program execution decisions Apply Model-Based Systems Engineering (MBSE) best practices and manage system models Develop the Systems Engineering Plan (SEP), SEMP, and supporting documentation Support design reviews, configuration audits, risk assessments, and systems security engineering Manufacturing Engineering Evaluate contractor manufacturing readiness Prepare and support Manufacturing Readiness Assessments (MRAs) for production decisions Receiver and Platform Integration Support end-to-end receiver and platform integration with DoW aircraft customers Track and resolve technical requirements and dependencies across programs of record Manage master schedules and communicate PNT capabilities and trade space solutions Integration Working Groups Coordinate and manage working group meetings, action items, and monthly status reporting Aircraft Integration Scheduling Coordinate with DoW aircraft platforms on technical and production requirements Develop and maintain cross-platform integration schedules and roadmaps for receivers, antennas, and weapons Requirements Holds an active Top Secret clearance Holds PMP or APDP Level 3 certification In-depth knowledge of Multi-GNSS programs and PWS tasks Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in DoW acquisition. Or bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in DoW acquisition. Or, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in DoW acquisition.
