Overview
The Halifax Regional Municipality (HRM) is inviting applications for two (2) permanent, full-time positions of Design Engineer in the Design & Asset Management group of Public Works. This position reports to the Design Engineer Supervisor and is responsible for the design, project management, and tendering of complex municipal engineering projects, including new construction and rehabilitation of infrastructure such as streets, roads, sidewalks, curbs, pavement, traffic signals, intersections, active transportation infrastructure, guiderails, retaining walls, storm sewers, bridges, and integrated projects with utilities.

Responsibilities

Responsible for advanced studies, designs, plans, specifications, and cost estimates for assigned Capital Projects, ensuring compliance with governing regulations and guidelines.

Prepares tender documents and cost estimates, evaluates requests for proposals for consultant engineering services, and monitors consultant progress after award.

Assists in preparing technical reports for senior staff, Directors, and the Regional Council, and responds to inquiries from the public and other stakeholders.

Assists in the preparation of the Capital Budget Program, including scoping, cost estimating, and coordination with other departments.

Compiles and reviews field research, preliminary designs, and cost estimates of municipal infrastructure projects.

Creates tender documents and authors reports to Council in accordance with HRM requirements.

Coordinates tender calls with Procurement, Finance, and other parties, manages bid questions, addenda, and bid reviews.

Attends pre‑construction and on‑site meetings, and addresses design issues or interpretation of contract drawings.

Investigates engineering problems and determines remedial options for existing municipal infrastructure.

Responsible for Project Management activities and deliverables, including schedules, cost estimating, risk assessments, and project closeout documentation.

Provides professional technical guidance to Design colleagues and other HRM departments.

Performs other related duties as required.

Qualifications

Degree in civil engineering from a recognized and accredited university engineering program.

Minimum of five (5) years of experience in civil and/or municipal engineering after graduation.

Registered Professional Engineer with the Association of Professional Engineers of Nova Scotia, or registered in another Canadian jurisdiction with the ability to register in Nova Scotia.

Technical / Job Specific Knowledge and Abilities

Strong design skills in municipal and transportation engineering; intersection design is an asset.

Working knowledge of civil engineering road/sewer software, preferably Autodesk Civil 3D.

Proficient in Microsoft Office, Microsoft Project, and GIS.

Strong knowledge of HRM Municipal Design Guidelines, TAC Geometric Design Guidelines, and other applicable design guidelines.

Knowledge of provincial/federal regulations affecting municipal designs.

Proficient in estimating quantities of materials and total costs of municipal projects.

Proficiency in project management and administration of consultant contracts.

Valid Nova Scotia driver’s licence and willingness to use a personal vehicle per Local Travel Allowance Policy.

Salary and Work Status
Two (2) permanent, full‑time positions.

Salary (non‑Union, ENG 2) $89,960 – $116,420 annually, determined by relevant experience and qualifications.

Hours of work: Monday – Friday, 8:30 am – 4:30 pm (flexible options and hybrid possibilities may be available).

Work Location
40 Alderney Drive, Dartmouth. Work location may be changed according to operational requirements.
