Job Title: Operations Program Manager Job Code: 33627 Job Location: Anaheim, CA Schedule: 9/80 Job Description: The Operations Program Manager (OPM) will represent Production Operations as the primary responsible individual for achievement of cost and schedule commitments to the Program Office and external customer. The OPM will be the primary interface from Operations to the Program Management Office (PMO) and other functions (Engineering, Supply Chain, Quality, Finance), coordinating the action plans and needs of the Production Operations in support of commitment, and works with other OPM’s to resolve priority conflicts on the shop floor in support of all program objectives. As an Earned Value Management Cost Accounting Manager (CAM), the OPM is responsible for setting up and tracking labor baselines, as well as evaluating Risks Develop and implement strategies to meet cost, delivery, customer satisfaction, and continuous improvement commitments. Serve as the Earned Value Control Account Manager (CAM) for assigned programs Engages with other IPT Leads, Functional Managers, and leadership to promote successful action planning and execution Frequent collaboration with multiple functions (e.g., Design Engineering, Contracts, manufacturing, etc.) and the program office Support overall Program by contributing schedule inputs and changes into the Integrated Master Schedule (IMS), maintaining timely and effective change management processes and procedures Monitor RAIL (Rolling Action Item List) performance and ensuring that issues are addressed immediately and corrective actions and recovery plans are implemented expeditiously Plan and coordinate activities to support verification and validation of new processes and product improvements Support multidisciplinary program reviews and presentations throughout the different phases of development, certification, and production readiness with internal and external stakeholders Demonstrated understanding and practice of Earned Value Management Project Management Proposal/BOE preparation or both new business and changes in scope to existing programs Drive employee engagement through Factory Gemba walk process Facilitate Operations, Manufacturing and Quality participation in design development to identify and address manufacturability, testability and inspectability issues. Support the organization in the development and implementation of operating philosophies and business strategies Develop, implement and sustain success metrics, incorporating best practices, and effectively communicating improvements Effectively manage behavior, performance, and key deliverables across a matrix organization Qualifications: Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience. Minimum of 3+ years of experience in leading a multi-functional, technically oriented, Integrated Product Team in an operations environment Significant working experience with execution of earned value management (EVM); Experience in creating and managing budgets for both operational and capital expenses; proven experience as a Control Account Manager (CAM) Experienced with all phases of manufacturing and program management (development, planning, conceptual design, requirements definition, preliminary design, prototyping, test and evaluation, integration, entry to production, etc.) Extensive experience in manufacturing; preferably experience in Shop Operations. Operations Planning, Quality Assurance, Manufacturing/Industrial Engineering, Continuous Improvement also desirable. Strong operations and engineering analytical and technical writing skills with the ability to effectively communicate, present data, and explain results to leadership, subordinates
