Overview
Wayne County Children and Youth Services is seeking a qualified and motivated individual to support children and families in the community. Candidates should demonstrate strong organizational skills, sound judgment, and the ability to manage multiple responsibilities. Responsibilities
An employee in this position performs professional casework duties supporting the Wayne County Independent Living Program, which serves youth ages 14–21 preparing for the transition to adulthood. The program serves dependent, delinquent, and in‑home youth receiving services through Wayne County Children and Youth Services and Wayne County Juvenile Probation.

Responsibilities include assessing youth needs related to life skills, education, employment, housing, prevention, and supportive services. The caseworker administers and interprets the Ansell‑Casey Life Skills Assessment and uses results to develop individualized Independent Living Plans. The position provides direct, hands‑on support to youth to assist in achieving identified goals. Duties include conducting in‑person visits in various settings, transporting youth in agency vehicles, and managing a caseload of transition‑aged youth, including non‑traditional hours as needed.

The caseworker maintains accurate documentation, prepares reports and correspondence, and communicates professionally with youth, families, providers, and partner agencies. Additional responsibilities include facilitating life skills groups and community‑based activities, participating in court hearings and meetings when required, and providing progress updates or testimony as needed. The caseworker also attends monthly reviews, trainings, and collaborative meetings to support youth development and program goals. Work is performed under the supervision of the Independent Living Coordinator, with increasing independence as skills and knowledge are developed.

Work Schedule and Additional Information

Full‑time employment, 37.5 hours per week.

Work hours are 8:00 am to 4:30 pm, Monday – Friday, with a 1‑hour lunch.

On‑call 24/7 on a rotating basis. Irregular hours, including evenings and weekends.

Telework: This position does not have the option to telework.

Qualifications

Six months of experience as a County Caseworker 1; or

Successful completion of the County Social Casework Intern program; or

A bachelor’s degree with a social welfare major; or

A bachelor’s degree which includes or is supplemented by 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and one year of professional social casework experience in a public or private social service agency; or

Any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.

Applicants will be considered to have met the educational requirements once they are within two months of graduating with a qualifying degree/credits.

Other Requirements

PA residency requirement is currently waived for this title.

You must be able to perform essential job functions.

Legal Requirements

You must pass a background investigation.

A conditional offer of employment will require a drug screening.

This position falls under the provisions of the Child Protective Services Law.

Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
