Position Overview
Highly skilled Technical Program Manager (TPM) to lead the planning, sourcing, design, and delivery of enterprise connectivity solutions across a global network footprint. This role is responsible for managing end‑to‑end circuit lifecycle operations, driving carrier engagement, ensuring network reliability and redundancy, and aligning connectivity initiatives with organizational objectives.
Responsibilities
Carrier Sourcing & Vendor Management
Partner with telecommunications carriers to source and secure lit fiber services (Ethernet, wavelength, DIA) aligned with routing, latency, and redundancy requirements.
Evaluate carrier proposals against technical standards, diversity requirements, and delivery timelines.
Manage vendor performance across multiple carriers and geographies.
Lead supplier communications to define circuit requirements, milestones, and expectations.
Organize and facilitate regular vendor business reviews and performance evaluations.
Identify opportunities to reduce operational costs and improve procurement efficiency.
Network Design, Path Analysis & Optimization
Analyze KMZ files and network designs (e.g., Google Earth) to validate physical routing and diversity requirements.
Recommend routing improvements to eliminate single points of failure and enhance reliability.
Design and implement Ethernet‑over‑wave solutions aligned with industry standards and best practices.
Ensure network designs support scalability, redundancy, and long‑term capacity planning.
Maintain detailed documentation of circuit paths, diversity groups, and network architecture.
Circuit Delivery & Program Management
Lead end‑to‑end circuit delivery lifecycle: sourcing, ordering, provisioning, installation, testing, and turn‑up.
Coordinate cross‑functionally with Engineering, Data Center Operations, Planning, and external carriers.
Track all in‑flight circuit orders, proactively managing risks, delays, and escalations.
Communicate risks and status updates across all phases of delivery milestones.
Oversee regional circuit provisioning efforts and TPM deliverables.
Manage outside plant (OSP) initiatives across internal and external stakeholders.
Commercial & Operational Process Management
Obtain and compare quotes for circuit orders; evaluate lateral build proposals based on technical and delivery criteria.
Submit contracts for internal approval (Legal/Business) and manage post‑signature PO funding processes.
Ensure data integrity across internal systems (e.g., Gaudi) and maintain accurate documentation.
Develop and improve procurement workflows, tooling, and dashboards to enhance visibility and efficiency.
Ethernet Service & Technical Support
Serve as the technical point of contact for carriers on Ethernet services.
Ensure proper configuration, service handoff, and operational performance of circuits.
Troubleshoot and resolve carrier‑related technical issues.
Collaborate with engineering teams to optimize service delivery and performance.
Performance Monitoring & Reporting
Monitor circuit performance across enterprise and data center networks.
Identify vendors or circuits falling outside SLA thresholds.
Produce performance reports highlighting availability, outage trends, and vendor comparisons.
Provide actionable insights and recommendations to improve network reliability.
Escalate chronic performance issues for vendor management action.
Testing, Validation & Documentation
Oversee testing of Ethernet handoffs, including performance and reliability validation.
Ensure all delivered services meet defined requirements, SLAs, and acceptance criteria.
Document test results and maintain comprehensive acceptance records.
Author and maintain internal documentation (e.g., knowledge base/Wiki pages) and provide regular program updates.
Required Qualifications
Proven experience in Technical Program Management and Procurement within telecommunications and enterprise connectivity.
Strong background in circuit provisioning, carrier services, and network infrastructure delivery.
Experience with path analysis tools (e.g., KMZ, Google Earth) and network design principles.
Ability to manage global projects across multiple vendors and regions.
Strong analytical, problem‑solving, and stakeholder communication skills.
Experience with procurement processes, contracts, and vendor management.
Familiarity with network performance monitoring, SLA management, and reporting.
Track record of on‑time and within‑scope circuit delivery.
Demonstrable improvement in network reliability and redundancy.
Track record of reducing operational costs and improving procurement timelines.
Evidence of enhanced vendor performance and accountability.
Accurate documentation and data integrity across systems.
Pay Rate
$75.00–$80.00 per hour.
