
Facility Programs Administrator

Responsibilities
Oversees the administration, coordination, and evaluation of all facility-wide inmate programs, including educational, vocational, substance abuse treatment, cognitive/life skills, recreational, religious, volunteer, case management, and reentry services. Supervises program staff, providing leadership, guidance, training, and performance evaluation to ensure high-quality programming and professional development. Monitors program operations to ensure compliance with facility policies, security requirements, and applicable laws and standards. Establishes and maintains partnerships with community agencies, service providers, and reentry councils to enhance programming and support successful inmate transition. Manages program budgets, monitors expenditures, and assists with identifying and securing funding opportunities, including grant development. Analyzes program data and outcomes to assess effectiveness, prepare reports, and implement improvements. Promotes a structured and rehabilitative environment by administering programming that addresses criminogenic needs, encourages positive behavior change, and prepares inmates for successful reintegration into the community.
Education and Experience
Minimum : Bachelors Degree from an accredited college or university with course work in counseling, social work, criminal justice, education, psychology or any related human services field.
Preferred : Master’s Degree from an accredited college or university with course work in social work, criminal justice, education, psychology, rehabilitation counseling, program administration or education in addition to practical experience.
Incumbent must have at least three (3) years of work experience in substance abuse treatment with a public, private, or military agency and be eligible for Virginia Certified Substance Abuse Counselor (CSAC), Certified Alcohol and Drug Counselor (CADC) or Certified Advanced Drug and Alcohol counselor (CAADC) designations.
Equivalent combinations of education and relevant professional experience will be considered.
Prior experience in a correctional environment is preferred.
Compensation
Full‑time: $90,000 – $143,188 (Salary commensurate with experience and qualification).
