Overview
The Virginia Department of Transportation (VDOT), in partnership with the Virginia Information Technology Agency (VITA), is seeking an experienced IT Purchasing Analyst to support statewide technology procurement operations. This short-term engagement requires a detail-oriented professional with strong analytical capabilities and deep knowledge of public sector procurement processes. The role plays a critical part in ensuring compliance, optimizing sourcing strategies, and delivering best value across IT purchasing initiatives.

Job Description
The IT Procurement Analyst supports Procurement and Finance teams by managing statewide technology procurements in alignment with VITA, VDOT, and Commonwealth policies. This role involves analyzing procurement needs, executing formal sourcing processes, negotiating contracts, and advising stakeholders on procurement strategies. The position requires the ability to work in a fast-paced environment while ensuring compliance, transparency, and value-driven outcomes for the Commonwealth.

Responsibilities
Technical Duties

Analyze requisitions for IT goods and services, including hardware, software, and IT services, ensuring compliance with state procurement policies

Manage formal procurement processes such as Invitations for Bid (IFBs) and Requests for Proposal (RFPs)

Develop procurement strategies, recommend appropriate contract vehicles, and identify alternative sourcing options

Evaluate complex technical procurements in collaboration with subject matter experts and legal counsel

Apply Commonwealth procurement laws, regulations, and best practices across all purchasing activities

Administrative Duties

Develop, manage, and maintain contractual agreements, including term contracts for professional and non-professional services

Process procurement documentation, including supplier quotes, approvals, and contract amendments

Maintain accurate records and ensure proper documentation using procurement systems

Collaboration

Serve as a liaison between vendors, VITA, and internal stakeholders

Provide guidance on procurement methods such as IFBs, RFPs, RFIs, Statements of Work (SOWs), cooperative procurements, and sole-source justifications

Communicate procurement status updates and provide recommendations on vendor performance, pricing, and sourcing options

Operational Support

Support end users by answering procurement-related questions and guiding them through established procedures

Monitor vendor performance and support contract negotiations to achieve optimal outcomes

Ensure compliance with DSBSD-certified Micro/Small Business participation initiatives

Demonstrate stewardship of Commonwealth resources and adherence to all applicable policies

Minimum Qualifications

Experience managing procurement activities within a state or local government environment

Strong understanding of VITA policies, IT procurement processes, and technology-related contracts (e.g., licensing, maintenance agreements)

Experience with procurement methods including IFBs, RFPs, RFIs, SOWs, cooperative procurements, and sole-source procurements

Ability to learn and apply Commonwealth of Virginia, VITA, and VDOT procurement rules and tools

Experience obtaining supplier quotes, tracking approvals, processing contract amendments, and enforcing vendor terms

Familiarity with Commonwealth contracting laws and state regulations

Proficiency in Microsoft Word, Excel, and PowerPoint for documentation, reporting, and analysis

Strong multitasking and organizational skills, with the ability to manage multiple procurement tasks simultaneously

Experience managing vendor relationships, monitoring contract performance, and supporting negotiations

Excellent written and verbal communication skills with the ability to analyze complex information and present clear recommendations

Strong customer service orientation and ability to work collaboratively in a team environment

Must physically reside within the United States for the duration of the assignment (no offshore candidates permitted)

Must be legally authorized to work in the United States without employer sponsorship, now or in the future

Preferred Qualifications

Certification as Virginia Contracting Associate (VCA)

Certification as Virginia Contracting Officer (VCO)

Working knowledge of Commonwealth Cardinal and eVA procurement systems

Compensation

This is a 1099 Contract role

Hourly Pay Rate: $22 – $42 per hour

Schedule

Duration: Approximately 3 weeks

Work Arrangement: Hybrid (onsite once per week and for required meetings)
