DESCRIPTION OF WORK
In this role, you will support the Highway Occupancy Permit (HOP) Unit by applying engineering principles to ensure that all permit applications meet established standards, policies, and timelines. You will review designs for new driveways and access points, evaluate field conditions, and collaborate with applicants and local officials to ensure safe and compliant access to state highways. Your work will involve both office-based analysis and field visits throughout Carbon and Monroe Counties, as well as regular work at the District Office in Allentown.
Key Responsibilities
Review Highway Occupancy Permit applications to ensure compliance with engineering standards, regulations, and Department policies.
Evaluate driveway and access designs for safety, drainage, sight distance, and overall engineering suitability.
Conduct field visits and attend meetings with applicants, consultants, municipal officials, and internal staff to discuss access to highway rights-of-way.
Support Carbon and Monroe County Maintenance Organizations by addressing driveway-related safety concerns, including issues caused by water or ice accumulation.
Process occupancy permits, maintain accurate records, manage associated fees, and prepare detailed engineering reports.
Determine the need for security instruments, such as bank letters of credit, based on project scope and engineering estimates.
Review insurance documentation for permitted activities to ensure compliance with Department requirements.
Provide training to staff on the use of engineering and measuring instruments.
Assess the potential impacts of proposed developments on adjacent properties and determine when access or drainage releases are required.
Work Schedule and Additional Information
Full‑time employment.
Work hours are 7:30 AM to 3:30 PM, Monday – Friday, with a 30‑minute lunch.
You will work closely with vendors and work hours may change based on vendor availability.
Telework: You may have the opportunity to work from home (telework) part‑time upon successful completion of probationary period. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania.
Salary: In some cases, the starting salary may be non‑negotiable.
QUALIFICATIONS
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Minimum Experience and Training Requirements
Five years of civil engineering experience in the appropriate specialty, and an Engineer‑in‑Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Four years of civil engineering experience in the appropriate specialty, and an engineer‑in‑training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
Special Requirement
This position requires possession of a valid driver’s license.

PA residency requirement is currently waived for this title.
