Position Overview
The Capital Projects Manager will support the Director of Development or designee in executing and managing a comprehensive capital planning and project delivery strategy designed to preserve, modernize, and reposition the Rockford Housing Authority's physical assets in alignment with agency goals, HUD requirements, and long-term portfolio sustainability.
This position plays a critical role in advancing RHA's strategic goals related to capital expenditure management, asset preservation, redevelopment readiness, and infrastructure reinvestment. The position supports the agency's broader objective of ensuring public resources are deployed effectively to protect existing housing stock, improve resident quality of life, and position properties for long-term viability.
RHA's capital strategy emphasizes disciplined planning, regulatory compliance, responsible stewardship of public funds, and coordinated execution of modernization and rehabilitation activities across the agency's portfolio.
Primary Responsibilities / Essential Duties and Responsibilities
Capital Project Planning and Delivery
Plan, manage, and oversee capital improvement projects.
Develop project scopes, schedules, budgets, and implementation strategies in coordination with the Development Manager.
2 . Construction and Contract Administration
Coordinate procurement activities and contractor solicitations, including but not limited to scopes of work, bid packages, and contractor selection processes.
Monitor contractor performance, schedules, expenditures, and deliverables .
3 . Capital Budgeting and Reporting
Track capital expenditures and prepare project reports.
Maintain organized project records to support audits and reviews.
Compliance and Regulatory Oversight
– Federal, State, and Local
Ensure compliance with HUD regulations, Davis-Bacon, Section 3, and procurement standards.
5 . Portfolio Coordination and Resident Impact
Coordinate with internal departments to support project scheduling and resident communication.
Strategic Redevelopment Support
Support redevelopment and repositioning efforts through due diligence and capital planning.
Supervisory and Administrative Responsibilities
Provide oversight to assigned project support staff.
Perform other duties as assigned.

Minimum Qualifications Required at Time of Application
Bachelor's degree in construction management, Engineering, Architecture, Facilities Management, Business, or related field preferred.
Five (5) or more years of progressively responsible experience managing capital projects, construction, facilities improvements, or similar work preferred.
