
Collection Manager - Mid to Experienced Level (MD, CO)

Collection Management is the process of managing and organizing the collection of intelligence from various sources. The NSA is looking to develop a highly talented cadre of individuals in developing, planning, and ensuring the efficiency of NSA's worldwide accesses, collaborating with collection architecture developers, and sustaining access to global communications.
Relevant experience must be in signals intelligence (SIGINT) collection, and/or analysis; and the collection management process. Completion of military training in a relevant area such as Signals Collection or Analysis program will be considered towards the relevant experience requirement (i.e., a 24-week course will count as 6 months of experience).
Degree in any field is acceptable.
FULL PERFORMANCE
Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience. High school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience will be considered.
SENIOR
Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience. High school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience will be considered.
Identify appropriate collection access points, methods, and/or plans necessary to satisfy specific collection requirements. Develop, plan, and coordinate the deployment of collection systems. Validate, coordinate, issue, adjust, and terminate collection tasking for NSA Collection programs; and collaborate internally and with external agencies to acquire, maintain and maximize access to global communications. The ideal candidate has a desire for continual learning along with excellent problem‑solving, communication (oral and written), and interpersonal skills who is:

Using the procedures and tools for end‑to‑end data flow management for collection

Preferred Qualifications
Knowledge, skills, and experience in one or more of the following is preferred:
Awareness of collection, processing and forwarding systems and architecture
Familiarity with basic resource management and data flow principles
Database or application administration
IT support or IT management
Networking or telecommunications systems
Targeting management
