ERS is seeking a Deferred Compensation and Benefits Plan Account Manager, Group Benefits to perform moderately complex (journey-level) program management specialist work involving benefits in the Group Benefits Program (GBP) and Deferred Compensation 401(k) and 457 plan management. Work involves coordinating, implementing, and overseeing the daily operations of the assigned benefit programs; vendor performance management to the terms and conditions of the Contractual Agreement; providing consultative and programmatic assistance to management. Works in a collaborative team environment, under moderate supervision with limited latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to:
Deferred Compensation and Benefits Plan Management Activities
Serves as the primary operational contact for the programs and respective vendors; conducts oversight for the ongoing administration of assigned programs.
Facilitates and maintains relationships with vendors, external and internal stakeholders, and internal divisions to achieve vendor and program performance goals, contract compliance, customer satisfaction, and service delivery.
Identifies program gaps and propose improvements.
Collaborates and implements new benefit designs or program policies and processes.
Participates in the Product Review Committee for the Deferred Compensation Program.
Provides assistance in identifying program requirements.
Assists in the review of ERS communications for distribution to participants, benefit coordinators, program websites and vendors.
Governance
Manages communications with stakeholders to ensure they are appropriately informed of program updates and changes; ensures plan documents are complete, accurate, and available to participants at the start of each plan year.
Analyzes the impact of legislation, regulations and policies and provides recommendations or analysis of items with potential impact to benefit plans.
Ensure program decisions are made in accordance with program requirements, applicable rules, policies and procedures, and agency's strategic objectives.
Conducts special projects as assigned.
Deferred Compensation and Benefit Plan Oversight and Compliance
Manages plans to ensure that all contractual obligations are executed satisfactorily, ensuring that both the organization and the benefit plan providers (vendors) fulfill their responsibilities effectively.
Maintains an accurate record to track and document compliance with benefit plan contracts, continually monitoring performance from the initial contract award through implementation, the contract's duration, any amendments, and eventual contract closure.
Develops in-depth knowledge of programs to mitigate issues, and efficiently identify, escalate, and resolve operational and contract compliance issues.
Procurement Support Activities (Procurement Planning)
Contributes to the development of solicitation content and defining the scope of work requirements for solicitations for the plans.
Participates in bid response evaluations and operational site visits for assigned procurements
Serves on the RFP (or equivalent) development/implementation team.
Other Duties and Responsibilities:
Analyzes and presents the impact of program changes to Agency's internal policy group.
Ability to mentor and train staff on the contract monitoring processes, procedures, and/or assigned plan requirements.
Assists with Board Rule reviews and updates.
Attends work regularly in accordance with agency leave and attendance policies.
Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Performs other duties as assigned.
Required Minimum Qualifications:
Graduation from an accredited four-year college or university. Qualifying experience beyond the minimum required may substitute for education.
Five (5) years of experience in vendor management, project management, relationship management, and/or strategy consulting
Two (2) years of experience working with or administering contracts for benefit plans and/or deferred compensation plans.
Two (2) years of experience proofreading and/or editing complex, non-routine documents (e.g. legal or benefit documents) for multiple stakeholders.
Preferred Qualifications:
Prefer experience with deferred compensation and benefits operations and/or service delivery.
Prefer experience in Texas State procurement and contract management.
CTCM certification. Individuals who do not have this certification must obtain it within twelve (12) months of hire date. Must maintain valid certification for continued employment in position.
