About The Position
This position is located in Portland, OR.
Responsibilities
Conduct financial analyses, evaluations, and studies to support decision‑making, identify trends, and assess financial performance, including rate analyses, alternatives analysis, forecast outcomes, and more.
Monitor and analyze financial performance to provide actionable insights for leadership.
Contribute to the development and recommendation of financial policies, strategies, and processes, including those related to repayment, capital investment, cost management, debt management, and rate setting.
Plan and conduct a variety of financial analyses, modeling outcomes, and evaluations independently to arrive at impacts and recommendations related to BPA costs, revenues, debt and investment portfolios, financial operations, and potential business opportunities.
Manage the agency’s debt portfolios to optimize financial strategies, extend access to capital, and minimize costs in alignment with sound business principles.
Serve as a financial resource, providing analysis, recommendations, and briefings to executives, managers, and cross‑functional teams on financial issues, including those related to rates.
Develop and maintain financial models for various analyses, including rate impacts, financial goals impacts, and alternatives analysis assessments.
Perform routine and ad‑hoc reporting for financial reports, schedules, and presentations for management, stakeholders, and external entities. Ensure data integrity and accuracy in all financial reporting.
Identify opportunities and participate in initiatives for improving financial management systems, processes, and analytical tools.

Qualifications
Specialized experience equivalent to the next lower grade level, GS‑11, is required. Specialized experience includes:
Conducting financial analyses and evaluations, including rate or budget impacts and alternatives, to drive strategic decision‑making or ensure regulatory compliance.
Developing and maintaining financial models for budgeting or forecasting, translating data into actionable insights for leadership.
Supporting budget development or coordination, and contributing to financial policy implementation.
At least one year of paid or unpaid experience that meets these criteria will be considered sufficient.
Education: No specific education requirements or substitution of education for experience for this position.
