Position Description & Qualifications
Serco has a wonderful opportunity for an individual to support projects for the US Army as a Staff Military Trainer – HICOM Facilitator in Fort Leavenworth, KS. In this role you will conduct mission analysis of higher headquarters guidance (CSA, T2COM, CAC) and use the Military Decision Making Process (MDMP) to produce scenarios, BLUFOR Higher Headquarters (HICOM) Orders, OPFOR Supreme HICOM Orders, and special instructions to the Exercise Control Group (ECG). Serco supports the Mission Command Training Program (MCTP), training Army Corps, Divisions, and Brigades in Army Mission Command Systems (MCS) and the Operations Process through integrated simulations that replicate complex operating environments and enable realistic Large Scale Combat Operations (LSCO) training.

In This Role, You Will

Operationally apply current Army and Joint Doctrine to develop Warfighting Function (WfF) appropriate concepts for respective scenarios.

Coordinate and synchronize WfF in all plans and orders.

Enable scenario development, planning, and orders development to stimulate specific exercise training needs and unit training objectives.

Develop a comprehensive and coherent scenario that challenges each training audience at echelon, across all WfFs.

Integrate additional WfF personnel as required to facilitate planning and execution.

Ensure scenario understanding, battle rhythm events, and critical linkages.

Review training audience plans and orders.

Develop plans, orders, branches, and sequels.

Write HICOM orders at the Corps and Land Component level for each respective Warfighter Exercise.

Set the conditions for scripted stimulus and injects by foreshadowing problem sets in the orders.

Anticipate, account for, and respond to WfF specific Requests for Information (RFIs) associated with the scenario and order.

Develop and present appropriate training to inform exercise support staff (MCTP, HICOM, ECG) about the scenario and orders.

During the ELC (Exercise Life Cycle), collaborate with Exercise Control (EXCON) to plan, prepare, and serve as a conduit between Scenario Design / MCTP and the HICOM.

Incorporate best practices into the planning process and products that provide training audiences with an example to follow.

During execution, integrate with the HICOM, at the HICOM location, and interact directly with respective primary staff officers across WfF to operationally steer the exercise.

Serve as an embedded team to the exercise HICOM to facilitate scenario understanding, battle rhythm events, and critical linkages between EXCON and the HICOM.

Enable HICOM understanding, processes, and inputs to achieve desired training conditions.

Coordinate with Future Operations (FUOPS), Current Operations (CUOPS), and respective Operations Groups to ensure appropriate HICOM input and stimulus for training audiences.

Attend weekly Exercise Working Group (EWG) and Operational Planning Team (OPT) meetings for respective exercises to facilitate common understanding.

To Be Successful In This Role, You Will Have

An active or current DoD Secret clearance.

US Citizenship.

Bachelor’s degree.

12 years of experience.

Graduate of U.S. Army Command and General Staff College or equivalent (MEL 4).

Prior U.S. Military service as a Field Grade Officer (COL, LTC).

Familiarity with current Army and Joint doctrine.

Experience writing operational orders at the U.S. Military Division and above level.

Integrated all warfighting functions into planning.

Prepared scenario‑based training, especially in the constructive environment.

Coordinated with stakeholders outside your assigned team.

Developed appropriate training for exercise support staff regarding designed scenarios.

Incorporated planning best practices into operational and/or training events.

Served in CUOPS or FUOPS at the Division or above level.

Willingness to travel 25% of the time.

Additional Desired Experience And Skills

Master’s Degree.

15 years of experience.

Graduate of U.S. Army War College or service equivalent (MEL 1).

Mastery of current Army and Joint doctrine.

Demonstrated ability to facilitate WFX HICOM and apply Army/Joint doctrine.

Experience writing operational orders and annexes at the Corps, Joint Forces (JFC), and/or Land Component (LCC) level.

Ability to integrate all WfF personnel properly.

Skill in preparing scenario‑based stimulus and injects.

Proficiency in coordinating with U.S. Military Divisions, MCTP Operations Groups, and external stakeholders.

Capability to develop and present appropriate training to inform exercise support staff (MCTP, HICOM, EXCON) about the scenario and orders.

Prior experience as an OC/T (Observer, Coach, Trainer) and as a WFX participant.

Leadership experience in the Army Combat Training Center (CTC) program, preferably MCTP.
