
Technology Modernization Analyst

Position Description:
ThinkTek is seeking a highly motivated Technology Modernization Analyst to support the assessment of our client's current technology landscape and the development of a forward-looking technology strategy. This role is focused on the tactical evaluation of systems and architecture, identifying opportunities for modernization, and creating a detailed, actionable roadmap to guide the organization's technological transformation.
Key Responsibilities:
Technology and Architecture Assessment : Conduct comprehensive assessments of the current technology environment and architecture, evaluating their alignment with industry best practices and mission requirements.
Roadmap Development : Develop a multi-year technology roadmap that includes a sequenced plan of initiatives, timelines, dependencies, and a prioritization matrix aligned to strategic objectives.
Future-State Vision : Create and document a 'to-be' technology vision, including detailed narratives and models of the target environment.
Emerging Technology Analysis : Analyze emerging trends and technologies, such as Artificial Intelligence (AI), to identify opportunities for improving baseline technologies (e.g., ServiceNow) and back-office support.
Performance Metrics : Define and draft Key Performance Indicators (KPIs) to track the progress and success of the technology roadmap's implementation.
Implementation and Financial Planning : Develop a tactical plan for the first year of implementation and create multi-year financial and resource estimates (cost, personnel, skills) required to execute the roadmap.
Required:
Ability to evaluate complex IT environments, systems, and architectures for alignment with mission needs and industry best practices.
Working knowledge of enterprise architecture concepts and ability to support development of current-state ("as-is") and future-state ("to-be") views.
Ability to develop multi-year technology roadmaps, including prioritization, sequencing, and dependency mapping aligned to strategic objectives.
Familiarity with legacy system modernization approaches, including cloud adoption, platform consolidation, and workflow automation improvements.
Ability to assess emerging technologies (e.g., AI/ML, automation, low-code platforms) for applicability to mission and business processes.
Ability to define and apply KPIs and performance metrics to track progress and inform decision-making.
Experience supporting cost estimation, resource modeling, and implementation planning for technology initiatives.
Ability to translate technical concepts into clear documentation, briefings, and recommendations for both technical and non-technical stakeholders.
Familiarity with tools such as Microsoft Excel, PowerPoint, Visio, and collaboration platforms (e.g., Jira, Confluence, ServiceNow).
Strong analytical, communication, and problem-solving skills.
Education & Experience:
Education: Bachelor's degree in information technology, systems engineering, business, or related field
Experience: 3+ years of experience supporting federal IT programs, system modernization, or technology consulting
Experience supporting large-scale or multi-vendor federal IT programs or modernization initiatives.
Familiarity with federal mission systems, including case management, workflow automation, or identity and credentialing solutions.
Certifications such as PMP, FAC-P/PM, SAFe, Scrum Master (CSM), or ITIL
Experience with cloud environments (AWS, Azure, or government cloud platforms)
